The Office Services Manager directly supervises three positions, including one supervisor and indirectly manages three additional positions.
The Office Services Manager is responsible for a wide array of activities that support the agency’s mission to effectively administer tax laws and public service programs that includes the following:
Facilities management
Emergency management support and backup to the Security Manager
Warehouse operations
Inventory management
Sustainability
Building key card/ID badge assignment and access control systems operation
Mail distribution
Commute Trip Reduction
Agency vehicles support
Sustainability (Energy Star Portfolio Manager reporting).
As the Office Services Manager, you will:
Serve as the primary agency contact with the Department of Enterprise Services (DES), Real Estate Services and the Office of Financial Management, State Facilities Planning and Oversight (OFM).
Responsible for required facilities data reporting in OFM’s Facilities Portfolio Management Tool and reporting facilities energy data in DES’s Energy Star Portfolio Manager.
The required qualifications are key competencies you can successfully demonstrate through any combination of experience or education. To join our team, you must possess the following knowledge, skills, abilities, and competencies listed below.
Experience with:
•Management of a program
•Direct supervision of employees
•Office facility management, design and maintenance including creating design layouts of office and cubicle workspaces and working with landlords on maintenance of leased facilities.
Demonstrated ability to strategically manage facilities operations— including lease administration, space planning, maintenance oversight, and coordination with entities such as DES and OFM—ensuring safe, compliant, and functional work environments that support agency mission delivery.
Expertise in leading complex, agency-wide projects and initiatives, using strong project management, coordination, and problem-solving skills to plan, execute, and communicate facilities, reconfiguration, relocation, and emergency-related activities.
Proven skill in supervising, developing, and directing multidisciplinary teams, including assigning work, evaluating performance, implementing corrective action, and fostering a culture of accountability and high-quality customer service.
Ability to make informed recommendations on high-impact tactical and strategic decisions involving facilities, fleet management, warehouse operations, inventory controls, and emergency preparedness, with sound judgment that mitigates operational, financial, and reputational risk.
Strong competency in interpreting, developing, and recommending administrative policies and procedures—particularly those related to agency vehicles, commute trip reduction, inventory management, and building access control—with the ability to assess impacts and communicate implications to leadership.
Ability to manage delegated purchasing authority responsibly and to analyze, forecast, and communicate facilities-related budget needs, ensuring proper stewardship of agency resources and alignment with financial controls.
Advanced knowledge of asset, inventory, and warehouse management practices— including conducting physical inventories, managing surplus activities, and maintaining policies and records to ensure regulatory and audit compliance.
Capacity to collaborate effectively with a wide range of internal and external partners—including landlords, vendors, DES, OFM, HR safety personnel, and executive leadership—to ensure seamless operations, emergency readiness, and consistent delivery of critical services.

Facilities management and oversight, real estate lease management, and emergency preparedness activities.
Bachelor’s degree in Architecture, Construction Management/Engineering, Business Administration or allied field and construction background desired, including electrical, heating, ventilation and air conditioning, computerized drafting, office space design.
