Note: Actual salary includes locality pay (15-40%+ depending on location).
This job involves leading talent management efforts for an Air Force intelligence wing, including setting goals, managing staff agencies, and advising the commander on civilian personnel matters.
It requires overseeing programs related to manpower, budgeting, and personnel policies to support the organization's mission.

The primary purpose of this position is: Serve as the Chief, Talent Management responsible for formulating program goals, plans, and policies for the 70 ISRW mission.
Works as the Chief, Talent Management and has overall management of the Wing Staff Agencies (WSA) supporting the Command. Serves as the primary advisor to the Commander on all civilian issues.
This is a GG-14 position in the Defense Civilian Intelligence Personnel System (DCIPS).
The GG-14 duties for the "Supervision/Management" work category are at the "Senior" work level and are equivalent to those at the GS-14 level.
The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions,Administrative and Management Positions.
EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position.
Examples of creditable experience include knowledge of a wide range of concepts, principles, and practices gained through experience and skill in applying planning, process development, budgeting, and manning knowledge to difficult and complex situations.
A comprehensive, intensive, practical knowledge of manpower, military and civilian personnel management and skill in applying this knowledge to the development of new methods, approaches, and procedures.
Knowledge of military and civilian personnel management, manpower instructions, and policies and procedures to serve as the primary advisor to the 70 ISRW Commander and other senior staff members in the area of talent management.
Knowledge of major issues, program goals and objectives, work processes, and administrative operations of USAF organizations to provide advice and guidance to senior leadership and participate in the development of goals, objectives and policies with an understanding of the effects and ramification of recommendations on the mission, roles, functions, structure, management, and operation of the organizations.
Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Expert knowledge of a wide range of advanced concepts, principles, criteria, requirements, technology, and practices involved in staff and talent management.
Expert knowledge of talent management program interrelationships to coordinate the objectives and plans of two or more specialized programs to support and promote information sharing and strategies.
Skill to interpret a variety talent management program laws, directives, regulations, and guidance to assist subordinate organizations in establishing and operating internal management programs.
Skill in the use of analytical principles, practices, and techniques to review, evaluate, and apply several alternatives according to the talent management requirements for highly specific situations, availability of materials, relationships with other protective programs, and cost/benefit considerations.
Ability to communicate orally and in writing, clearly, concisely, and accurately to a large range of audiences.
Ability to plan, organize, and direct the functions and staff of a small organization and establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission.

Security: Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position.
A non-disclosure agreement must be signed.
Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program.
Employee must pass initial and periodic short notice drug testing.
Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
Key: The duties of this position meets all requirements as a category 4 designation, and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively.
This position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve.
(IAW: DoDD 1200.7, "Screening the Ready Reserve,") PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:
DUTY 1: Manages daily support operations for the Wing through planning, organizing, and directing activities of functional, wing staff, and subordinate organizations ensuring they comply with legal requirements, and meet customer needs.
DUTY 2: Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management.
DUTY 3: Plans, organizes, and assists in overseeing implementation of strategic administrative functions for the 70 ISRW assisting the Director of Staff with or leading broad studies involving resources, organization, and operations across the entirety of the Wing enterprise.
DUTY 4: As the Chief, Talent Management plans, organizes, and manages the activities of the Wing Staff Agencies.
