Full Job Description

Defense Finance and Accounting Services (DFAS) mission is to lead the Department of Defense (DoD) in finance and accounting by ensuring the delivery of efficient, exceptional quality pay and financial information.

This position is being filled under the Direct Hire Authority for Certain Personnel of the Department of Defense via delegated authority by the Office of the Secretary of Defense.

Applicants MUST have related financial experience AND/OR a related financial degree (examples include: Finance, Accounting, Management, Actuarial Science, or related), in addition to meeting Office of Personnel Management (OPM) minimum qualification requirements.

Substitution of combination of education and experience must still, in conjunction, minimally satisfy the DHA qualification requirement.

To be hired at the GS-5 entry grade level, applicants must minimally have: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-04) within the federal service, which demonstrates the ability to perform the duties of the position, is required.

Specialized experience is defined as: performing duties that support the processing of financial/accounting transactions using standardized procedures that may include reviewing financial/accounting systems information/documents for accuracy/completeness, inputting financial/accounting information into automated systems, or correcting invalid financial/accounting transactions.

To be hired at the GS-6 entry grade level, applicants must minimally have: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-05) within the federal service, which demonstrates the ability to perform the duties of the position, is required.

Specialized experience is defined as: reviewing and processing a wide variety of complex, non-recurring payroll transactions, and resolving problems within automated pay accounts, experience must demonstrate a thorough knowledge of a wide-range of payroll actions, regulations, policies and procedures.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social).

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment.

You will receive credit for all qualifying experience, including volunteer experience.

You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.

Major Duties:

  • Pay actions involve the comprehensive audit of pay accounts, correction, and adjustment of several items of pay.
  • In-depth research, and application of prior pay laws, regulations and entitlements and application of precedent setting interpretations occurs.
  • Resolve questions of entitlement to additional retired pay compensation.
  • Correct and adjust retired pay due to retroactive legislative adjustments which affect benefits due from other agencies.
  • Determine applicability of payments, and initiates collection of overpayments as necessary.
  • Duties will be developmental in nature when the position is filled below the full performance level.
