Full Job Description

You will serve as the MANAGER of the Quality Management Division of NSWC PHILA DIV.

Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower pay band, ND-04 (GS-12/13 equivalency), in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: As a professional Engineering Manager with the following experience: 1- Ability to supervise, manage and direct high graded employees to meet the organization's mission, vision and goals; 2- Ability to manage resources (manpower, financial, facilities, materials, etc.) to accomplish the organization's mission; 3- Knowledge of Quality Assurance (QA), and Systems Engineering processes; 4- Extensive knowledge of the full range of engineering applications that apply to Machinery Systems and Equipment; 5- Ability to analyze and evaluate major program and project activities in order to develop recommendations to improve program effectiveness.

  • You will act as the Command Quality Assurance (QA) Program manager responsible for the Command's Quality Management Systems (QMS) Program for machinery systems and equipment.
  • You will be required to develop Command Quality Program and assist all Departments and Codes in developing and implementing their individual QMS in accordance with Navy policies, procedures and directives.
  • You will evaluate and recommend command processes for inclusion in appropriate Department and code QMS processes.
  • You will establish and implement a QMS training plan in order to ensure that all employees are aware of the Command's QMS and develop an understanding for the necessity of compliance throughout the Command.
  • You will monitor QMS within the Command by establishing an internal audit process consistent and in concert with the NSWCPD Management Internal control program to investigate significant issues or problems while conducting risk assessments.
  • You will be involved in quality, certification, technical requirements, program management or any process which impacts the products, services or the mission of the Command.
  • You will collect data and establish metrics to determine the frequency and root causes for non-compliance issues, ensuring that the metrics include trend analyses, and provide monthly briefings to management.
  • You will establish a Continuous Improvement Program consistent and in concert with the NSWCPD Continuous Process Improvement Program.
  • You will establish a Command Internal Audit Program to ensure compliance with Navy and local policies, procedures and instruction along with preparing and presenting the Command's Quality Self Evaluation Report.
  • You will attend SUBSAFE Improvement Committee meetings.
  • You will perform a full range of supervisory duties for staff engineers including and managing a budget.
