The Management and Program Analyst will be the primary resource for data collection and analysis for the Ambulatory Care Service.
Subject expert on obtaining and interpreting data for the service and will provide accurate, concise information that will be used to determine the effectiveness of the care provided within Ambulatory Care Service.
This position requires knowledge of using various software data packages such as CPRS, Pyramid, Vista, DSS, QI Macros, Visio, spreadsheets, etc.
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/25/2026.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-07 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service.
An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.
In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

GS-7 Specialized Experience: Applicants must have One year of specialized experience equivalent to at least the next lower grade (GS-05) in the normal line of progression for the occupation in the organization.
Specialized experience would typically include but are not limited to: assist the administrative officer in the daily function , ensure smooth flow of operations of all clinics, assist with implementation of all administrative aspects to include, personnel management, budgeting, procurement, and workload, assist in the procedural aspects of expediting the work of the service as it pertains to workload, clinics reorganization, building, etc OR Applicants may substitute education for the experience required for the GS-7 level.
To substitute education for specialized experience, applicant must have one (1) full year of progressively higher level graduate education (One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study or 18 semester hours should be considered as satisfying the 1 year of full-time study requirement.) or achieved superior academic achievement.
(TRANSCRIPT REQUIRED). Superior Academic Achievement is based on (1) class standing, (2) grade-point average, or (3) honor society membership. 1.
Class standing -- Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses.
2. Grade-point average (G.P.A.) -- Applicants must have a grade-point average of: A.
3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or B.
3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.
3. Honor Society Membership - Election to membership in a national scholastic honor society--Applicants can be considered eligible based on membership in one of the national scholastic honor societies.
Combination of 18 semester hours of graduate level education (i.e.
50% of graduate education required) and 6 months of creditable specialized experience would equal 100% of the required experience for the position. (TRANSCRIPT REQUIRED).
GS-9 Specialized Experience: Applicants must have One year of specialized experience equivalent to at least the next lower grade (GS-07) in the normal line of progression for the occupation in the organization.
Specialized experience would typically include, but are not limited to: pull reports, data interpretation and analysis when needed for the service, assist in Investigate and respond to employee grievances in order to resolve conflict, receives and respond to Action items, patient complaints and prepare response on findings, etc.
OR Applicants may substitute education for the experience required for the GS-9 level.
To substitute education for specialized experience, applicant must have a Master's or equivalent graduate degree, OR two (2) full years of progressively higher level graduate education leading to such a degree OR LL.B.
or J.D., if related. (TRANSCRIPT REQUIRED). OR Applicants may also combine education and experience to qualify at the GS-09 level.
To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned).
Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-09.
For example, an applicant who has 18 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e.
50% of the required experience) would equal 100% of the required experience for the position. (TRANSCRIPT REQUIRED).

Physical Requirements: The work is performed in an office with visits to various areas within the medical center.
The work is primarily sedentary, although there are at times, periods of significant mental stress due to workload and time restraint considerations.
Work is typically performed in an office setting and occasionally requires travel to CBOC'S.

Major Duties:
The Management and Program Analyst for the Ambulatory Care Service duties may include but are not limited to the following: Analyzes data to provide new techniques, processes, and styles for improving organizational effectiveness.
S/he analyzes multifunctional programs, on an organization wide scope to determine whether the systems in place are current, and can efficiently accomplish set objectives of patient care.
Data collection, organizing, and presenting data to the Service's leadership.
The data will be geared towards performance measures, performance improvement, patient follow up care, workload and productivity data, and the VERA system.
Must utilize a variety of tools including but not limited to: VSSC reports, Pyramid servers/cubes, Vista reports, Sparq, and Microsoft Office products (e.g.
Excel, Access, etc.) in order to provide proper feedback and to facilitate understanding to leadership.
Works independently in prioritizing, planning, and determining methods and action plans to accomplish assignments and project goals within the parameters of existing policies, procedures, and operating instructions.
Prepares and presents evaluations/analysis, conclusions, and recommendations for corrective action plans to management and/or appropriate entities.
Conduct assessments, create project timelines and evaluations of the Ambulatory care service to ensure we have access to care, managed care and timely and efficient care for our veterans.
Serves as the consultant to the Ambulatory Care service as it relates to various programs, such as the Women's Healthcare program, OEF/OIF, Mental Health integration, Video on Demand, (VOD) and many others.
Serves as the subject matter expert to clinic teams/staff/leadership regarding clinic management data analysis, operations management, and assists with access strategies.
Works with DSS mapping, ensures that mapping is updated and current and reviews with the services ACOS /Administrative officer.
He/she does monthly audits on clinic profiles and reviews mapped hours to ensure accuracy.
Serves as the (WHP) program advisor to the Executive Leadership team on all matters of the (WHP) program and acts as the liaison between top management, the Miami VA Healthcare System, VISN and our auxiliary (CBOC'S).
Provides an elevated level of support for the specialized activities of the WHP programs such as; Yoga, Meditation, Tai Chi, Qi Gong, Hypnosis, Non- pharmacologic treatment of pain, mindfulness, and pro-active nutritional choices are carried out and implemented throughout the hospital and its auxiliary (CBOCs).
Serves as the ADPAC and assists the staff with access such as: various computer menu keys, User Class Membership, PIV, coordinate initial Citrix request, ensure personal computers meet necessary criteria to operate with Remote Access.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met.
Selection at a lower grade level does not guarantee promotion to the full performance level.
