Conditions of Employment (cont.): This position has been designated by the Agency as a Testing Designated Position (TDP) under the Agency Civilian Drug Demand Reduction Program.

Employee must pass initial and periodic short notice drug testing.

Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Agency, national security, and public safety.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Management and Program Analysis Series 0343.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems.

Examples of specialized experience includes expert knowledge of Knowledge of DoD, and agency management principles, concepts, and methodologies including; qualitative and/or quantitative methods for the assessment and improvement of program effectiveness or the improvement of complex management processes and systems; Comprehensive Knowledge of the range of administrative laws, policies, regulations, and precedents applicable to the administration of one or more important public programs; Knowledge of agency program goals and objectives, the sequence and timing of key program events and milestones, and methods of evaluating the worth of program accomplishments; Skill to plan, organize, and direct team study work and to negotiate effectively with management to accept and implement recommendations, where the proposals involve substantial agency resources, require extensive changes in established procedure; Skill in applying analytical and evaluative techniques to gather, assemble, analyze facts, identify changes and trends, draw conclusions, and devise innovative solutions to management problems; Advanced skill in developing new or modified work methods, organizational structures, management processes, and/or program administration procedures.

Skill in conducting reviews and analyzing and assessing manpower program operations to include identifying deficiencies; measuring compliance, consistency, and effectiveness; and making recommendations to enhance mission effectiveness.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible.

One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Expert knowledge of a wide range of qualitative and quantitative methods for the assessment and improvement of critical plans and programs; including management, planning, and measurement concepts, principles, practices, and methodologies.

Expert knowledge of the major issues, program goals and objectives, work processes, and administrative operations of AF organizations.

Knowledge of Agency and Army C4I systems, simulation concepts, and practices; and interrelationships of multiple joint platform specialties, emerging technologies, and their application to the simulations environment.

Skill in applying analytical and evaluative techniques to gather, assemble, analyze facts, identify changes and trends, draw conclusions, and devise innovative solutions to management problems.

Skill in understanding technical capabilities of M&S, LVC, networking processes, requirements, and certifications.

Ability to communicate effectively, both orally and in writing and to establish and maintain effective/positive working relationships.

Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. Ability to manage a small staff and carry out all phases of personnel management responsibilities.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.

You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:

To maintain, employ, and direct world-wide distributed, interactive, strategic to tactical-level exercises and training events in support of EUCOM, AFRICOM, CENTCOM, NATO AIRCOM, USAFE-AFAFRICA, and Partner Nations.

Duties: The primary purpose of this position is: To serve, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to 5th Combat Training Squadron.

To maintain, employ, and direct world-wide distributed, interactive, strategic to tactical-level exercises and training events in support of EUCOM, AFRICOM, CENTCOM, NATO AIRCOM, USAFE-AFAFRICA, and Partner Nations.

Serves as Chief of Exercise Operations and Exercise Director for UAWC and 5 CTS directed local and distributed training events.

Represents USAFE-AFAFRICA Warfare Center and 5 CTS with a variety of installation and functional area organizations. Exercises supervisory personnel management responsibilities.

Serves as Exercise Director for COMUSAFE-AFAFRICA directed computer aided or live, synthetic, blended strategic and operational exercises.
