The position is with the U.S. Department of Agriculture (USDA) Office of the Chief Information Officer (OCIO).
The primary purpose of this position is to lead, advise, and execute on key digital modernization priorities, including but not limited to priorities identified in the Farmer's First Policy Agenda.

BASIC REQUIREMENTS: Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.
GS-5 through GS-15 (or equivalent): For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below.
The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.
Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
In addition to meeting one of the Basic Requirements listed above, applicants must meet the following Minimum Qualifications Requirement in order to be considered: MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level(s) in which you are applying: At the GS-15 level: Qualifying experience for GS-15 includes one year of specialized experience comparable to GS-14 or equivalent to the GS-14, or its non-Federal equivalent that includes leading and advising on the development, buy-in, human-centered-focused design, and successful delivery of large-scale, cross functional digital services and products that significantly improve program delivery for end users.
Effective communication and collaboration with a wide diversity of tech and non-tech leaders, as well as front line staff to improve the overall organizational knowledge, ability, and delivery of best-practice digital products and services for a variety of different stakeholders is also required.
Lastly, a strong ability to design and execute strategy, as well as implementation of conflict management and change management plans is key to the success of all work duties of this position.
