This position is located at The Department of Veterans Affairs (VA) South Texas Veterans Health Care System (STVHCS).
This position includes serving as a Data Analyst for the Organizational Experience Service, and reports directly to the Chief, Organizational Experience Service, STVHCS, performing a variety of management support functions and serving as the data expert for Patient and Employee Experience related activities in support of the Executive Leadership Team.
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/02/2026.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-09 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service.
An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.
In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education s described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization.
Examples of specialized experience would typically include, but are not limited to: Data extraction subject matter expert and knowledge resource within STVHCS to collect data through the VISN Data Warehouse, VSSC, SPARQ, SAIL, VistA, Patient Advocate Tracking System (PATS), the Survey of Healthcare Experiences of Patients (SHEP), VSignals, Pyramid and other VHA data repositories; Conducts special studies and surveys, including VACO or external healthcare organizations, regarding collection and review of automated data and information technology issues; Utilizing analysis, incumbent creates health care system databases and dashboards to inform staff of key performance indicators (KPIs); Creates and updates KPIs as new data becomes available; Develops quality standards for new processes that can be analyzed both quantitatively and qualitatively; Advises senior leaders, service chiefs and program managers on the methods and procedures for collecting and analyzing data from management reports using the appropriate data source.
OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D.
or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related..
OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond graduate level.

Major Duties:
Serve as a subject matter expert and knowledge resource within STVHCS to collect data through the VISN Data Warehouse, VSSC, SPARQ, SAIL, VistA, Patient Advocate Tracking System (PATS), the Survey of Healthcare Experiences of Patients (SHEP), VSignals, Pyramid and other VHA data repositories.
Demonstrates personal initiative to maintain and expand technical knowledge.
Analyze data retrieved from the above sources to assist the STVHCS in the preparation of briefing materials, graphs, reports, and correspondence.
Conducts special studies and surveys, including VACO or external healthcare organizations, regarding collection and review of automated data and information technology issues.
Articulates comprehensive knowledge of current issues and trends in clinical and administrative practice, computer technology, and health care administration.
Identifies and implements best practices in information management.
Utilizing analysis, incumbent creates health care system databases and dashboards to inform staff of key performance indicators (KPls). Incumbent creates and updates KPls as new data becomes available.
Ensure timely, appropriate, adequate data is utilized, assessed, and evaluated based on thorough understanding of objectives and functions of clinical and administrative applications and their relationship to medical center operations.
Performs system test and validation processes to ensure that the data sources are accurate and reliable and prepares recommendations for changes if necessary.
Respond to information requests from facility staff, in a timely matter, with respect to confidentiality.
Displays customer relations skills through effective communication (written and verbal) with internal and external customers.
Communicates factual and procedural information, orally and in writing, to the appropriate senior manager, board, committee, or service by preparing briefing materials, graphs, reports, and correspondence.
Oversee and implement lean management/performance improvement projects/initiatives utilizing patient and employee experience principles. lean management/performance improvement.
As part of this process, the incumbent will develop/modify healthcare system policies, educate various levels of staff through the healthcare system, and serve on healthcare system/VISN committees when necessary.
Responsible for promotion of patient and employee experience principles that have been integrated with lean management/performance improvement throughout the health care system.
Advise senior leaders, service chiefs and program managers on the methods and procedures for collecting and analyzing data from management reports using the appropriate data source and information management tools.
Serves as an internal consultant to provide information support to all levels of the health care system with accurate and detailed information regarding the data definitions.
