The incumbent serves as an analyst for the VISN 17 Deputy Network Director by performing duties directly contributing to the ongoing development of data management functions, and for providing effective data management for both internal and external information systems.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service.
An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.
In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization.
Examples of specialized experience would typically include, but are not limited to: In-depth and complex analysis and independent accomplishment of data management projects to support VISN information management activities.
Identifying processes for improvement and coordinating the performance data of automated systems for effective management of a wide variety of service line projects and and ad-hoc studies.
Analyzing process requirements including milestone and sequence of actions, preparing flow charts for improved processes to manage and report data.
Coordinating with computer specialists for development of computer programs for full automation.
Providing assistance in designing in-depth data queries for identification, analysis and solution of problems and deficiencies and seeks innovative resolution of programs.
Preparing and delivering oral presentations such as briefings, training sessions, consultations, and strategy sessions with other staff service functions and activities to secure cooperation, resolve controversial matters and convey information relative to proposed changes in assignments.
Developing written presentations and information packages to include corrective action completion, trend reports, presentations for health system management, VISN 17 leadership and internal/external reviewers.

Physical Requirements: Light lifting of less than 20 lbs., sitting for moderate periods of time, and regular reading requirements.
Also, must possess the ability to work under pressure, tight deadlines, and rapidly changing priorities. The incumbent may work irregular hours and travel may be required.
The incumbent is required to use a keyboard to access a computer to perform his/her duties.

Major Duties:
Duties include, but are not limited to: Data Management: Responsible for the ongoing development of data management functions, and for providing effective data management for both internal and external information systems.
Researches and analyzes potential improvements to facility management systems, processes and data for increased program effectiveness.
Identifies processes for improvement and coordinates the performance data of automated systems for effective management of a wide variety of Service Line projects and ad hoc studies.
Performance data encompass programming, scheduling, budgeting, reporting, manpower, cost estimates and fund control for current and future year work performed in house and by contract.
Program and Project Planning: Documents planning and programming decisions in appropriate formats to meet VACO, VISN, and facility requirements and/or performance measures.
Identifies operational requirements, assesses impact on assignments and develops recommendations for changes and revisions, as appropriate.
Relying on available data, searches a variety of sources to select information appropriate to the task, taking care to verify the relevancy, adequacy, sustainability, attainability, accuracy and completeness of data and recommendations.
Guidelines require considerable adaptation or interpretation for application issues and problems.
Coordinates with appropriate Service Lines to ensure that all major areas of concern are covered by planning and programming documents.
Executive Office Advisor and Strategic Planning: Works with program offices to track and monitor the progress of strategic plans as determined and approved by the VISN Network Director.
Represents senior leadership on operational subcommittees and work groups by developing agendas, coordinating presentations and preparing meeting minutes.
Facilitates the presentation of summary reports on operational programs quarterly or more often upon request. SharePoint Management: Acts as a primary coordinator of the SharePoint (intranet) site.
Electronically catalogues data, fact sheets, graphics, policies, etc. for the health care system. Work Schedule: Monday - Friday; 8:00 am - 4:30 pm CST Telework: Ad-hoc telework may be authorized.
