Full Job Description

This vacancy is for a GS-0343-14, Management and Program Analyst located in the Department of Homeland Security, U.S.

Coast Guard, PSC BUSINESS OPERATIONS DIVISION -BOPS in WASHINGTON, District of Columbia.

To qualify at the GS-14 grade level, your resume must demonstrate at least one (1) full year of specialized experience equivalent to at least the GS-13 grade level in the federal sector.

Specialized experience is experience that has equipped you with the ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

Examples of specialized experience include performing the following types of tasks on a regular basis.

Managing and overseeing an enterprise-level Government Travel Charge Card (GTCC) or equivalent corporate card program.

Developing and maintaining complex data aggregation models to provide comprehensive oversight of financial programs.

Reconciling internal financial obligations, preventing delinquency on centrally billed accounts, and/or provide reporting on financial health and program sustainability.

Collaborating with cross functional financial stakeholders such as accounting centers, policy offices, or departmental supervisors.

Leading cross functional collaboration with centralized service centers and/or help desk branches to provide technical guidance and resolve complex travel system discrepancies.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:

You will serve as a Management and Program Analyst and be responsible for the oversight, planning, analysis, and policy guidance and implementation of the CG Travel Charge (GTCC) Program.

Being a Coast Guard civilian makes you a valuable member of the Coast Guard team.

Typical work assignments include: Evaluates and oversees the Coast Wide Government Travel Charge Card (GTCC) Program, including but not limited to: Internal CG Travel Policy that meets the GTCC contract requirements; optimize exportable travel reports from the government travel system, the contracted Travel Management Center (TMC), and CITI Inc., bank statements that represent individual card use for both the CG individually billing accounts and the CG centrally billed accounts (CG personnel that do not possess or qualify for a CG GTTC).

Aggregate all reports to develop, maintain, and optimize continuous improvements that allow precise tracking of all GTCC charges, past due accounts, required GTCC bi-yearly training compliance, GTCC misuse, and distribute the custom aggregated report to CG Travel Managers for required action or awareness.

Perform analytical and evaluative activities that include financial data mining from the CG Financial System Modernization Solution, including meta data extrapolation.

This action is vital and ensures all CG travel and GTCC use is properly funded to meet weekly bulk payments by the CG Finance Service Center to CITI Inc.

This responsibility prevents past due status on the GTCC centrally billed account and informs travel managers of past due and delinquent GTCC individually billed accounts.

Collaborate closely with PSC-BOPS-r supervisor, CG-83, CG Finance Service Center, and Travel Managers to ensure funding and travel voucher submissions meet CG Travel and Financial policy requirements.

Compile and distribute two monthly reports that list past due and delinquent accounts across the CG enterprise that denote required action.

The CG GTCC Program performance and compliance to CG Policy for all CG units are accomplished by aggregating numerous activity reports that precisely chronicle the GTCC individually billed account and the GTCC centrally billed account used by all commands and personnel (active duty, reserve, and civilian employees).

Maintain close collaboration and interface with the CG Pay and Personnel Center, Call Center Branch, to address correct GTCC guidance, GTCC changes, travel user guides, and travel problem resolution with the contracted travel system platform.

Monitor continuously and optimize the two GTCC Dashboards that allow travel managers and travel Approving Officials the ability to verify traveler compliance to required payments to balances for both the centrally billed account and centrally billed.

Participate in biweekly sessions with DHS Commercial Card Services Division to ascertain CG compliance, changes, and new program requirements that ensure CG remains compliant with the DHS Department for all GTCC Program matters.
