Full Job Description

You will serve as a FINANCIAL MANAGEMENT ANALYST in the COMPTROLLER DEPARTMENT of COMMANDER - NAVAL INSTALLATIONS.

GS-14: Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-13) or pay band in the federal service or equivalent experience in the private or public sector performing: 1) Training and supporting end users with financial systems.

2) Strong proficiency with Microsoft applications, Power Platform and automation tools.

3) Creating and maintaining clear and concise technical documentation, including system specifications, user manuals, and training material.

4) Identifying, analyzing, and resolving complex system and data issues. 5) Practice with system development life cycle to include gathering requirements, design, testing, implementation and support.

GS-13: Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-12) or pay band in the federal service or equivalent experience in the private or public sector performing: 1) Working with financial data, including analysis, reconciliation, and reporting.

2) Supporting end users and providing customer service to solve system deficiencies. 3) Proficient in data extraction, manipulation, and reporting tools such as Power BI and QLIK.

4) Strong understanding of financial principles and accounting practices. 5) Analyzing financial data, identifying trends and providing recommendations.

  • You will advise on all phases of financial systems administration, with a primary focus on the Navy Enterprise Resource Planning (NERP) system and its integration with modern data solutions.
  • You will analyze and recommend costs and benefits of alternative financial management methods by designing, developing, and deploying custom solutions using the Microsoft Power Platform (Power BI, Power Apps, Power Automate).
  • You will develop, determine, and interpret policies and best practices for financial data management, specifically governing the security, deployment, and lifecycle of applications within the Power Platform environment.
  • You will engineer and maintain a suite of advanced financial reports, interactive dashboards, and performance metrics, translating complex data from NERP and other systems into actionable insights for leadership.
