As an Management and Program Analyst, you will perform a full range of administrative, technical, strategic and analytical duties to directly support the Office of Access and Information Services leadership and initiatives.

The qualifications for this position must be met by 11:59 PM (Eastern Time) on 04/22/2026.

Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service.

The Time-in-Grade requirement must be met by 11:59 PM (Eastern Time) on 04/22/2026.

GS-14: You qualify at the GS-14 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-13 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position.

You must have experience performing the majority of the following duties: Developing briefings or written material on legislation, procedures, or processes.

Leading special projects involving the interpretation and application of USCIS policies.

Utilizing a wide range of qualitative systems and statistical research to provide expert analysis and advice to both internal and external stakeholders.

  • Conduct detailed analyses of information requests and prepares responses based upon the information requirements needed and evaluation of Office of Access and Information Services equities.
  • Serve as liaison for all incoming correspondence and task requests. Coordinates high level strategic objectives across the OAIS’ divisions and provide information and serves as a source of referral to leadership or other program offices.
  • Manage clearance process, which includes creating and authoring initial draft of materials and communications for leadership’s review and consideration.
  • Employ strategic planning, coordination and collaboration skills with internal and external stakeholders on a continuous basis to define and establish goals and deliverables that are in alignment with the Agency’s mission.
  • Coordinate activities of Strategic Planning team, provides advice and analytical support on problem definition, planning methodologies, policies, and procedures.
  • Develop, implement, and monitor management information systems that focus on short- and long range plans, policies, and programs towards goals, objectives and priorities established by statutes, Executive Orders, Presidential Proclamations.
  • Persuade or negotiate effectively with management to accept and implement recommendations where proposals involve substantial department resources, require extensive changes in procedures, or may conflict with the desires of the activities.
