Full Job Description

Organizational Location: This position is with the Department of Homeland Security, within U.S.

Customs and Border Protection, Office of Field Operations, Mission Support Directorate, Human Capital Division, located in Washington, DC.

Additional selections may be made to include other organizational divisions and/or units within the duty location(s) listed above.

Experience: You qualify for the GS-13 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Leading the redesign of organizational structures within a program, providing expert-level advice to leadership on the preparation of organizational change request packages, reallocating resources to improve efficiency and accountability, and implementing approved reorganizations.

Conducting regular updates with leadership to provide progress reports on program initiatives, addressing concerns and adjusting plans as needed.

Conducting in-depth research and analyzing conflicting data sources to resolve discrepancies and develop evidence-based solutions to capture employment levels and hiring trends.

Preparing executive recommendations, responding to urgent requests for program data or reports, and quickly gathering the necessary information to produce effective recruitment requests.

Developing and analyzing customized evaluation criteria to assess the effectiveness of new initiatives, ensuring alignment with the execution of hiring plans.

Customs and Border Protection (CBP) is a federal law enforcement agency that requires all applicants to undergo a thorough background investigation prior to employment in order to promote the agency's core values of vigilance, service to country, and integrity.

Residency: There is a residency requirement for all applicants not currently employed by CBP.

To be considered well qualified under CTAP, you must be rated at a minimum score of 85 for this position. Major Duties:

The Employee Services & Recognition Branch serves as the Office of Field Operations liaison to the Office of Human Resources Management, providing procedural guidance and program management services for employee performance and recognition programs.

This position starts at a salary of $121,785.00 (GS-13, Step 1) to $158,322.00 (GS-13, Step 10).

Typical work assignments include: Conducting initial review on organizational change request packages, to include analysis of structural changes, mission and functional statements, program/function administration, and ensuring accuracy of position descriptions is maintained.

Advising requesting offices on coordinating with Office of Finance to get financial impact statements, accurately depicting the organizational structure/charts, eliminating functional overlap among programs, preparing OCR packages for submission, and implementing approved reorganizations.

Providing senior leaders with analytical insight into the Table of Organization for assigned offices.

Monitoring encumbered and vacant positions to ensure approved positions' data elements are accurately recorded and updated.

Facilitating the effective filling of vacancies and execution of personnel reassignments, coordinating between assigned offices and hiring center, drafting Request to Fill documents for review by the program office and the hiring center to include position description recommendations and Knowledge, Skills and Abilities.
