This job involves leading the human resources department for the entire Department of Commerce, overseeing policies and programs for hiring, employee benefits, safety, and workforce development to support efficient government operations.

Full Job Description

This position is in the Office of Human Resources Management, Office of the Chief Financial Officer and Assistant Secretary for Administration, Office of the Secretary.

The Director of Human Resources Management and Chief Human Capital Officer has Department-wide responsibilities for the development, administration and oversight of policies and programs for human resources administration and oversight of policies and programs for human resources management, worker's compensation and safety.

PROFESSIONAL/TECHNICAL QUALIFICATIONS (PTQs): Your resume should demonstrate accomplishments that would satisfy the technical qualifications.

Demonstrated experience leading and providing advice on a full spectrum of human resources operations functions, such as strategic recruitment, hiring/staffing, position management, position classification, pay administration, benefits, retirement, personnel security, reasonable accommodation and work life programs, across the human capital employee lifecycle at the strategic and operational levels.

Executive experience in: (1) cultivating a high-performing, and engaged workforce, (2) encouraging an environment that is open, and (3) empowering personnel to their full potential.

EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs.

ECQ 1: Commitment to the Rule of Law and the Principles of the American Founding - This core qualification requires a demonstrated knowledge of the American system of government, commitment to uphold the Constitution and the rule of law, and commitment to serve the American people.

ECQ 2: Driving Efficiency - This core qualification involves the demonstrated ability to strategically and efficiently manage resources, budget effectively, cut wasteful spending, and pursue efficiency through process and technological upgrades.

ECQ 3: Merit and Competence - This core qualification involves the demonstrated knowledge, ability and technical competence to effectively and reliably produce work that is of exceptional quality.

ECQ 4: Leading People - This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture.

This includes, when necessary, the ability to lead people through change and to hold individuals accountable.

ECQ 5: Achieving Results - This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors.

Note: If you are a member of the SES or have been certified through successful participation in an OPM approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you do not need to respond to the ECQs.

Instead, you should attach proof [e.g., SF-50, Certification by OPM's SES Qualifications Review Board (QRB)] of your eligibility for noncompetitive appointment to the SES. Major Duties:

As the Director for OHRM and the CHCO, the incumbent shall carry out the following functions: Advising DOC senior leaders and senior human resources staff on all facets of human resource management and provides advice to maximize the efficiency and productivity of the Department's employees.

Analyzes and advises on HR solutions to problems and impediments affecting the success and/or acceptance of those operations; determines and implements appropriate corrective measures; and develops new or improved techniques to improve operations and services.

Provide program direction, goals, and strategies to successfully implement a process reform and HR redesign to maximize efficiency and effectiveness of services.

Provides executive leadership and direction in all HR functional areas such as: recruitment; staffing and placement; classification and position management; executive resources; employee and labor-management relations, employee development and training; benefits and pay administration; human resources information systems; and occupational safety and health.

Ensures efficient reporting to customers and other stakeholders and provides direct assistance and support to top level HQ officials to resolve issues, enhance services, and/or advise on sensitive personnel matters.
