Full Job Description

Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, U.S.

Border Patrol Headquarters, Office of the Chief, Information Coordination Branch, Business Operations Division, located in Washington, D.C.

Additional selections may be made to include other organizational divisions and/or units within the duty location(s) listed above.

Experience: You qualify for the GS-13 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Applying a wide range of administrative, laws, policies, practices and analytical diagnostic methods and techniques.

Planning or assisting in designing, scheduling, and carrying out programs, major projects, or studies in support of organizational effectiveness.

Developing concepts, strategies, plans, goals, and objectives for the short and long-range implementation of programs. Analyzing and formulating organizational requirements for resource management.

Providing recommendations on changes to processes, policies, and procedures to improve administration efficiency.

Customs and Border Protection (CBP) is a federal law enforcement agency that requires all applicants to undergo a thorough background investigation prior to employment in order to promote the agency's core values of vigilance, service to country, and integrity.

To be considered well qualified under CTAP, you must be rated at a minimum score of 85 for this position. Major Duties:

In this Management and Program Analyst role, you will become a key team member of Homeland Security individuals involved in performing the broadest and most significant types of review and management analysis embracing all areas of administrative resources in support of the directorate.

This position starts at a salary of $121,785.00 (GS-13, Step 1) to $158,322.00 (GS-13, Step 10).

Typical duties of this assignment include: Advising on changes to organizational structures, organizational charts, and mission and function statements to implement reorganizations and changes in program administration to reduce or eliminate functional overlap among the assigned programs.

Performing complex studies looking at the interrelationships of the several programs assigned (Performance Management, Awards, Staffing Plans, etc.).

Selecting measurement techniques evaluating how changes in one program area impact other programs and often require team effort to gather relevant information and data as the total design of the study changes frequently.

Representing the Directorate's interests in sensitive management support issues, such as the performance management system, awards processing and dissemination, administrative issues, etc.

Facilitating the effective filling of vacancies coordinating with USBP Workforce Management and CBP Human Resource Management. Completing and tracking all staffing packages and personnel actions.
