Base salary range: $104,604 - $135,987

Note: Actual salary includes locality pay (15-40%+ depending on location).
This job involves helping the Department of Housing and Urban Development prepare for, respond to, and recover from disasters by analyzing risks, developing policies, and coordinating with various government and community groups to protect housing and communities.
A good fit would be someone with experience in emergency management or policy analysis who enjoys working on big-picture strategies to support vulnerable populations during crises.

This position is located in the Department of Housing and Urban Development, Office of the Secretary of Housing and Urban Development. Washington D.C.
is a potential duty location for this position; however, the Washington D.C. office is expected to relocate to Alexandria, Virginia.
Selectees may be required to report initially to Washington, D.C and later report to Alexandria, Virginia.

Specialized Experience: For the GS-14, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service.
Specialized Experience for this position includes: Assisting in the development, implementation, and coordination of disaster preparedness, mitigation, response, and recovery activities, working closely with national and regional efforts; AND Communicating effectively to relate findings, identify problems, and present recommendations regarding preparedness, response, mitigation and recovery operations.
The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.

Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-14 you must have been at the GS-13 level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.

HUD's Office of Disaster Management (ODM) reports to the Office of the Deputy Secretary and advises the Secretary, Deputy Secretary, and departmental leadership on all aspects of disaster preparedness, response, mitigation, and recovery.
ODM coordinates and collaborates with offices within the department to identify, mitigate and address national risks to HUD's clients, programs, public resources, and critical infrastructure.
ODM works closely with federal, state, and local agencies, as well as non-profit organizations, to assess community needs and provide resources that support disaster preparedness, response, and recovery.
As a Management Analyst, you will: Support the various HUD offices to identify disaster-related issues and developing policy and program options and recommendations for disaster preparedness, response, mitigation, and recovery efforts.
Provide specialized expertise in areas such as housing, economic development, or special needs populations, applicable to disaster preparedness, response, mitigation, and recovery responsibilities of the Department.
Participate actively as a key contributor in evaluating management efficiency and effectiveness in the direction of significant operating programs and in planning and implementing new and or improved methods of operation and management control.
Provide guidance and support on the development and implementation of program procedures, goals, and objectives as they relate to the achievement of management plan objectives for the Department's disaster preparedness, response, mitigation, and recovery efforts.
Lead the development of operational policies and standards, procedures, handbooks, notices, or memoranda, as well as written guidance and correspondence specifically related to disaster preparedness but also including response, mitigation, and recovery.
These efforts include the development of recommendations and promulgation of documents relating to the area of technical assistance.
