Full Job Description

Organizational Location: This position is with the Department of Homeland Security, within U.S.

Customs and Border Protection, Office of Field Operations (OFO), Mission Support Directorate/Acquisition Division/Program Control Branch located in Washington, DC.

Experience: You qualify for the GS-13 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Conducting advanced cost-benefit analyses to evaluate multiple program strategies and identify the most effective estimate for business cases and budget planning, for both proposed and approved acquisition initiatives.

Authoring comprehensive policy proposals and program evaluation reports, including detailed analysis, findings, and recommendations for agency-wide implementation.

Delivering high-level briefings to senior program managers or acquisition staff, providing strategic recommendations to improve program operations, and addressing questions on policy implications.

Reviewing and interpreting complex federal regulations to ensure program activities aligned with related acquisition management policies, procedures, and directives.

Prioritizing daily and weekly tasks based on organizational goals and deadlines, ensuring critical assignments were completed first.

Customs and Border Protection (CBP) is a federal law enforcement agency that requires all applicants to undergo a thorough background investigation prior to employment in order to promote the agency's core values of vigilance, service to country, and integrity.

To be considered well qualified under CTAP, you must be rated at a minimum score of 85 for this position. Major Duties:

This Management and Program Analyst position supports and advises the acquisition program manager or other acquisition officials on various aspects of acquisition.

This position starts at a salary of $121,785.00 (GS-13, Step 1) to $158,322.00 (GS-13, Step 10).

Typical duties include: Overseeing and directing a segment of a CBP acquisition program or supports acquisitions staff related to acquisition: planning and conducting special studies, personally or through team members.

Providing technical assistance and supporting PMO or acquisition staff in all matters relating to the application of acquisition planning, execution, and oversight.

Developing, implementing, and monitoring management information systems for the analysis and tracking of program data; long- and short-range plans; policies and priorities established by statutes, executive orders, the Department, or management.

Assisting senior analysis with developing briefings, presentations, and whitepapers for use by senior PM, PMO managers or acquisition staff.

Ensuring that accurate, appropriately concise and timely information is available. Performing analysis/review of CBP acquisition programs, and their related documentation.
