Organizational Location: This position is with the Department of Homeland Security, within U.S.
Customs and Border Protection, Office of Enterprise Services, Administrative Services Division, Programming, Formulation and Integration Branch located in Indianapolis, IN.
Specialized Experience: You qualify for the GS-13 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Conducting research and analysis of portfolio operational and investment-related programs to identify resource gaps, redundancies, and areas for improvement.
Applying knowledge of the principles, practices, laws, and regulations pertaining to the budget process (e.g., budget formulation, justification, execution, and resource administration).
Conducting data mining of Organizational financial systems to understand resources available for programs, projects, and activities.
Coordinating with office designated stakeholders to ensure resource requirement justifications for identified resource gaps are clear, defensible and demonstrate the impact or risk to Organizational mission operations.

Joining Customs & Border Protection (CBP) will allow you to utilize your expertise serving as a portfolio management analyst performing a myriad of portfolio-related activities to assist senior portfolio managers and CBP leadership in resource decision-making and solving complex operational issues.
This position starts at a salary of $107,428.00 (GS-13, Step 1) to $139,658.00 (GS-13, Step 10).
Typical work assignments include: Assisting in providing centralized, transparent, and collaborative management of portfolio programs and investments that enables portfolio executive management to evaluate, prioritize, and allocate resources to best meet mission operational needs and achieve desired outcomes.
Working with portfolio team members to plan, organize, and conduct portfolio management activities that involve researching major aspects of portfolio operational and investment-related programs, processes, and functions.
Translating capabilities into requirements within the portfolio and where gaps exist, consults with teammates to conduct analysis, and recommend strategies to resource identified gaps, identify redundancies, and evaluate areas of emphasis and de-emphasis.
Supporting the day-to-day administration and helps coordinate execution of interdependent decisions and handoffs across the PPBA phases, in alignment with requirements and acquisition functions.
