Summary

This role involves acting as a senior advisor for large-scale projects within the Defense Finance and Accounting Service, where you'll analyze programs to make them more effective and efficient, manage project plans, and suggest ways to cut costs and improve processes.

One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-12) within the federal service, which demonstrates the ability to perform the duties of the position, is required.

Specialized experience is defined as: Serving as a program manager and senior analyst for enterprise-wide initiatives by evaluating and analyzing substantive issues of program effectiveness and efficiency.

Managing the control, coordination, and execution of projects by developing project charters, risk management plans, and resource schedules, and utilizing project management software with assessment methodologies to evaluate program maturity and recommend process improvements.

Providing program management consulting support and delivering oral and written presentations to all levels of management.

Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement.

Applicant must have served 52 weeks as a GS-12 or higher grade in Federal Service.

** To verify you meet the time-in-grade requirement, please provide a copy of a recent SF-50 that shows you have completed at least 52 weeks at the next lower grade level.

Examples of qualifying SF-50s include: Within-Grade Increase (WGI) Promotion Any SF-50, if its effective date allows a specialist to calculate 52 weeks of service.

Major Duties:

  • Serves as a senior consultant providing analysis and assessment of enterprise-wide DFAS initiatives, projects, or programs with strategic, enterprise, or tactical impacts relative to the agency strategy.
  • Provides expert technical analysis, review, and recommendations related to development and execution of project management plans.
  • Makes recommendations for process improvements, improving quality, reducing costs, and establishing appropriate process metrics and process controls.
  • Participates in the design and development and makes recommendations for modifications to systems and programs.
