Full Job Description

Defense Finance and Accounting Services (DFAS) mission is to lead the Department of Defense (DoD) in finance and accounting by ensuring the delivery of efficient, exceptional quality pay and financial information.

This position is being filled under the Direct Hire Authority for Certain Personnel of the Department of Defense via delegated authority by the Office of the Secretary of Defense.

One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-12) within the federal service, which demonstrates the ability to perform the duties of the position, is required.

Specialized experience is defined as: 1. Preparing and delivering briefings, reports, or recommendations on complex financial or systemic issues to senior leadership. 2.

Interpreting financial management policy to validate business rules and requirements for automated information systems (AIS). 3.

Analyzing business and financial systems to identify operational needs, assess risks, and determine if functional requirements are met by current or proposed solutions.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social).

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment.

You will receive credit for all qualifying experience, including volunteer experience.

You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.

Major Duties:

  • Conducts extensive analysis, review and study of program goals and priorities in support of DFAS organizations.
  • Identifies, assesses, and records short and long term operational needs, recommending business priorities, and advising organizations on options and risks.
  • Reviews and evaluates new and modified compliance-related business rules, capability based requirements and systems change requests.
  • Develops and presents briefings, analyses, and recommendations to senior leadership and stakeholders.
  • Communicates and interprets operational priorities to formulate effective business solutions, ensuring plans are comprehensive and address cross-functional impacts.
  • Maintains a repository of business rules, systems interfaces and test requirements against which alternate solutions can be assessed.
  • Performs functional testing to validate business requirements and ensures appropriate interface with existing and planned Automated Information Systems (AIS).
