Summary

This job involves helping develop plans, products, and methods for programs at U.S. Citizenship and Immigration Services to fight illegal immigration and fraud.

As an Management and Program Analyst, you will be responsible for the day to day development of plans, products, and methodologies for program offices across USCIS.

The qualifications for this position must be met by 11:59 PM (Eastern Time) on 03/26/2026.

Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service.

The Time-in-Grade requirement must be met by 11:59 PM (Eastern Time) on 03/26/2026. Application Limit: This vacancy is limited to the first 100 applications received.

You must have experience performing the following duties: Current certification at a Contracting Officer Representative (COR) Level III and demonstrated proficiency in managing complex or high-risk contracts.

Competency with compliance of Federal Acquisition Regulations. Knowledgeable about USCIS Invoice Payment systems, such as Federal Management Systems (FFMS) and WebView.

Served on a Technical Evaluation Committee and analyzed and assessed technical proposals.

  • Organizational Location: This position is located in the Department of Homeland Security, U.S. Citizenship and Immigration Services, within the Management Directorate, Intake and Document Production and are assigned based on the need of the agency.
  • Collaborates with team members in the planning, development and implementation of Agency policies and operational procedures that have an agency-wide impact.
  • Leads, plans, or participates in special studies and workgroups to identify, evaluate and implement improvements of operational processes and procedures.
  • Interprets and analyzes the impact of regulations and policies to ensure document management processes and operations and in compliance.
  • Provides advice and assistance to management officials associated with procurement programs.
  • Gather data, analyze findings, and prepare recommendations for implementation of alternative courses of action plans based on findings.
