Incumbent serves as a Management and Program Analyst (EEO) for the ATO, Western Service Center, Resource Management Group, Management and Administrative Support Team, AJV-W640 To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-H, FG/GS-12 in the Federal Service.
Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.
Specialized experience includes: Experience Demonstrating the accomplishment of evaluative and analytical methods to identify and measure accomplishments and progress, revise methods, and develop new approaches to information gathering.
Your experience must include advanced working knowledge of Equal Employment Opportunity (EEO) laws, rules, and regulations, and Report of Investigation (ROI) processes.
Experience using a variety of automated data analysis and program/project management tools to complete work assignments, which may include but not limited to Microsoft (MS) Excel, MS SharePoint, MS PowerPoint.
Major Duties:
Performs multiple, varying, and complex assignments under the minimal direction of a manager, project/program manager, or more experienced professional.
May act as a contributing specialist on work activities for large projects/programs/activities.
Applies experience and comprehensive knowledge applicable to his/her discipline to plan and conduct functional activities for projects/programs.
Communicates and coordinates activities connected with processing Equal Employment Opportunity (EEO), Security Investigations (ROI), Accountability Board (AB) and Merit Systems Protection Board (MSPB)- [mixed case complaints] and monitors issue status for Service Units.
Reviews, prepares and processes responses for EEO, AB, Security Investigations, and MSPB mixed cases in accordance with FAA and ATO policies.
Works with other stakeholders, such as Office of Civil Rights (OCR), Legal Counsel (AGL) in compiling and analyzing data from complaints and provides information to Service Unit management on complaint issues, including settlement agreements.
Assignments frequently require knowledge and experience working across functional and/or organizational lines.
Applies knowledge of Federal EEO legislation and directives, the Accountability Board, FAA and ATO policies and procedures to provide expert advice, support, and guidance to all levels of the Service Unit.
Typical assignments may include: providing guidance to less-experienced professionals; leading teams/projects; designing and recommending solutions to complex problems; preparing and reviewing management reports or briefing documents, and developing and recommending improvements to systems and processes to improve operational efficiency.
Applies management policies and procedures with Agency systems and ensures timely implementation. Advises the organization and program managers on critical planning and resource utilization issues.
Leads or personally performs complex or controversial studies which result in authoritative recommendations to improve organizational structures, management policies, and work distribution.
Advocates for EEO, AB, and Security Investigations during interactions with officials the Service Units other FAA organizations, DOT, and the private sector.
Established policies/procedures provide guidance for most assignments, but allow considerable discretion to select the most appropriate approach or to develop new approaches.
Assignments regularly require the interpretation of internal and external policies and extrapolation from precedents.
Most problems and work issues are resolved without the assistance of a manager, project/program manager, or more experienced professional.
Develops and recommends approaches to address current and anticipated problems and issues.
Work is reviewed rarely, typically though status reports and at project completion, to ensure policy compliance and alignment with the requirements of the project or other work activity.
Work activities typically directly impact the objectives of one or more organizational units, major subdivisions, and LOBs/SOs, and may affect the objectives of the FAA.
Performs other duties as assigned.
