About the Position: Located at Fort Belvoir in Fairfax County, VA. Setting: Professional Office F/T position 40 hrs/wk. Standard schedule Core hours from 0900 to 1500.

The primary purpose of the position provides impact on the operational success of a key government medical program.

By managing complex financial systems and contracts, directly contributes to ensuring healthcare services are resourced effectively and supports the health and readiness of service members and their families.

Specialized Experience: One year of specialized experience which includes experience assisting with contract development to monitor performance from inception to execution; utilizing various automated financial and contracting systems to compile data; analyzing financial and contracting data to ensure health care delivery effectiveness and cost efficiency; performing budget formulation to recommend allocation of funds; and preparing various documents such as reports, briefings and guides to advise management on short and long term work plans.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

Some federal jobs allow you to substitute your education for the required experience in order to qualify.

For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).

Major Duties:

  • Perform budget and financial management analysis in order to establish ad implement long and short term policies and budget execution plans.
  • Prepare reports and briefings for senior leadership to advises on budget execution plans, fund shortages program adjustments meant to ease shortages to include elimination of non-critical supplies of increased utilization of multi-functional items.
  • Perform analysis and evaluation of health care delivery effectiveness to ensure provisions of health care services are beneficial and cost effective.
  • Provide guidance or advice on make-buy decision analysis for the purpose of contracting health care providers or services in the absence of or to supplement, uniformed health care provider staff with contract health care providers.
  • Implement, maintain and monitor new programs and/or business model changes established by the DOD, health Affairs or DOD medical commands.
  • Oversee and monitor all local Network level contract development.
  • Develop network level policies and procedures necessary to implement the directed supplements/regulations.
  • Monitor contract actions and provide advice to departments on necessary changes in position classification.
