Full Job Description

You will serve as the Energy & Water Manager in the Facilities Services Division, ensuring compliance with Federal and NASA requirements, setting, tracking, and reporting performance goals, coordinating utilities and O&M activities, developing and evaluating projects, guiding contractors, improving procedures, and overseeing contract impacts to support efficient, sustainable operations at SSC.

In addition to the Basic Education Requirement (in the Education section below), to qualify for this position you must meet the requirements below and have one year of specialized experience equivalent to the next lower grade, which has equipped you with the particular competencies needed to successfully perform the duties of the position described above.

NASA utilizes OPM-approved qualification and rating requirements specific for Aerospace Technology (AST) positions which recognizes NASA's unique aerospace work.

The specific qualifications and minimum education requirements are further described below and within the education section of the job announcement.

To qualify for GS-14, you must have one year of directly related specialized experience equivalent to the GS-13 level: Providing oversight of contractor performance, giving direction to and monitoring contractor operations, which includes conducting evaluations of work performed; Tracking and managing major activities for site wide infrastructure, systems, and facilities; including preventative maintenance, corrective maintenance, operations, and oversee construction and modification activities; and Developing detailed scopes of work and cost estimates and providing authoritative technical review and approval of facility and/or system modification designs to ensure support of mission readiness, operational reliability, and alignment with agency objectives.

  • Implement NASA Energy and Water Management Program requirements, ensuring compliance with Federal laws, Executive Orders, and NASA directives and maintain alignment with Environmental Management System (EMS) standards.
  • Establish and monitor Stennis Space Center Energy and Water performance objectives, milestones, metrics, and measures. Respond to NASA agency data calls with timely, complete, and accurate submissions of Energy and Water performance data.
  • Coordinate acquisition of utility services with procurement officials. Review and approve utility bills.
  • Coordinate utilities management involving utility suppliers and incorporating utility-provided EW audits, metering, fuel switching, load management, rebate programs, rate structuring/switching, and alternative financing options.
  • Coordinate with O and M activities to support compliance with existing Federal EW performance standards and center sustainable facility project design and construction activities to support compliance with existing Federal EW performance standards.
  • Develop projects and perform the screening and selection of proposed projects. Participate in the design of facility modifications to meet changing requirements.
  • Give direction and monitor contractor operations, including conducting evaluations of work performed. Support O and M management objectives, standards, and requirements in accordance with policies, objectives, and agency Directives.
  • Develop and improve procedures, techniques, and methods of equipment operations. Analyze and validate contractual performance requirements to include contractor performance surveillance and evaluation.
  • Perform planning, design, evaluation, cost estimating, cost analyses, project management, risk assessments, conducting special studies, and quality management. Work alongside other engineers, O and M personnel, project managers, and stakeholders.
  • Provide oversight to ensure that the contracting officer (CO) of various EW related contracts is notified of changes to facilities that affect the contracts. Also make sure the COs or CORs are invited to EEP meetings.
