This position serves as a Chief Financial Management Specialist in the Program Integrity Office (PIO) within the Office of Business Oversight (OBO).
Incumbent provides team leadership, project direction, and technical expertise to increase fraud risk mitigation while promoting compliance with the Payment Integrity Information Act (PIIA).
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/09/2026.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service.
An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.
In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization.
Examples of specialized experience would typically include, but are not limited to: Designing and leading audit reviews of healthcare programs.
Using data analytics to detect or prevent fraud, waste, abuse, overpayments and other payment errors.

Physical Requirements: This work is principally sedentary but may require the employee to carry light loads or drive a motor vehicle.

Serves as a technical expert in the area of FWA providing advice to management and agency officials in matters pertaining to FWA.
Utilizes data analytics to detect patterns and anomalies indicative of fraudulent activities.
Develops new review approaches where no precedents exist, develops creative solutions to controversial problems, and resolves issues where governing laws and regulations are highly interpretive or where procedures are nonexistent, obscure, or conflicting.
Reviews project results and review work to ensure findings are substantive, logical, and within scope and recommendations for improvement are fully developed and supported.

Local Commuting Area: The local commuting area for this position is defined as a radius of 50 miles from Austin, TX.
This includes all locations that fall within a 50 mile driving distance from 8000 Metropolis Dr, Bldg B, Austin TX 78744. Major Duties:
Major Duties include but not limited to: Develop working papers and sampling plans in preparation for reviews. Provide leadership, mentoring, guidance, and recommend training to staff.
Identify discrepancies and recommend corrective action to collect overpayments. Utilize data analytics to detect patterns and anomalies indicative of fraudulent activities.
Continuously monitor and update analytical tools and methodologies to stay ahead of emerging fraud trends.
Coordinate with program officials in field stations, network offices, program offices, and VA Central Office (VACO).
Plan work to be accomplished to include setting goals, deadlines, and priorities to ensure completion of the mission.
Review project results to ensure findings and recommendations for improvement are substantive, logical, and within scope.
Develop creative solutions to problems when laws and regulations are highly interpretive, nonexistent, obscure, or conflicting.
Serve as a team supervisor for senior auditors and financial management specialists performing reviews of varied and complex issues associated with identifying Fraud, Waste, and Abuse (FWA).
