Full Job Description

This vacancy is for a Management and Program Analyst in the Office of Business Operations and Oversight (OBOO), Office of Chief Financial Officer and Director of Administration (CFO/DOA), Bureau of Industry and Security (BIS) within the Department of Commerce.

Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position.

This experience need not have been in the federal government.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social).

Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience.

SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-12 in the Federal service.

Specialized experience is defined as: Advising on administrative operations and/or procurement pertaining to personal property (e.g., laptops, printers, iPhones, servers, fleet vehicles, and/or firearms); and Evaluating program operations for quality, compliance, and/or effectiveness of service; and Providing briefings, program advice and/or recommendations to management.

Major Duties:

As a Management and Program Analyst, you will perform the following duties: Work with the Property Management Officer (PMO) and Property Accountability Officer (PAO) to assess and evaluate day-to-day operations regarding property.

Conduct analysis of the day-to-day operations in regard to personal property, fleet vehicles, and firearms and assess project action plans; and ensure compliance with project requirements.

Maintain accurate records using the asset management tools set by the Department; assure audit review readiness by accounting for all property in a systematic and uniform fashion.

Adhere to the Department's guidance for the Purchase Card Program. Ensure the evaluation/delivery and adherence to the BIS process of all newly assigned procurements/purchases.

Conduct detailed analyses of complex functions and work processes of broad administrative or technical programs and make recommendations to management for improvement in the effectiveness and efficiency of work operations.

Document, review, and analyze standard operating procedures and job aids to standardize process.

Establish working relationships with the project owners and stakeholders for overall resolution of problems.

Counsel and advise program managers on methods and procedures, management surveys, management reports, and control techniques.
