Full Job Description

This position is located in the Veterans Health Administration (VHA) at the Southern Arizona VA Health Care System in Tucson, Arizona (SAVACHS) in the Medicine Care Line (MCL).

The MCL is a large, complex, and very active clinical services including both inpatient and outpatient services.

The primary purpose of the position is to serve as an advisor and perform data collection and analysis for the Medicine Service and its Specialty Care sections that will impact the delivery of health care.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/23/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.

For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service.

An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.

In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization.

Examples of specialized experience would typically include, but are not limited to: analyzing key steps in transactional processes or business practices to identify quality process improvements; utilizing databases to develop and monitor data collection systems; design and utilize qualitative and quantitative analytical techniques to perform audits and studies; develops, interprets, applies, and integrates objective measurement criteria and acceptable standards for use in monitoring activities; evaluating financial trends and determines compliance with agency guidelines..

OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Ph.D.

or equivalent doctoral degree, 3 full years of progressively higher level graduate education leading to such a degree OR, Combination: Applicants may also combine education and experience to qualify at this level.

Physical Requirements: The work is sedentary in nature, although some slight physical effort may be required.

Major Duties:

Duties include but are not limited to: Integrate elements of operational responsibility: the integration of major and minor data sources within the VA Create the data streams essential to the operations, organization, and decision-making processes within Medicine Service.

Analyze data generated from a variety of sources to identify and report issues by provider, program, clinic, and section.

Clearly understand the array of information and data systems available through local and national sources. Perform regular analytical reviews of facility data.

Identify operational, clinical, and financial scenarios for analysis and recommends ways to optimize efficiency, cost management, resource utilization, and risk reduction.

Interacts on-on-one with members across the facility, including executive leadership, senior analysts, and management workgroups to execute projects in support of data, information, and project scope needs.

Develop the data information systems designed to analyze the objectives/goals defined in the annual performance plan for the MCL.

Will be the authoritative source on the accuracy of data provided to the Chief of Medicine. Work Schedule: Monday - Friday 8:00am- 4:30pm Telework: This position not authorized for telework.
