Summary

This job involves helping manage workforce programs for U.S.

Customs and Border Protection in El Paso, Texas, by advising leaders on employee performance, awards, and office efficiency, while coordinating improvements across teams.

Full Job Description

Organizational Location: This position is with the Department of Homeland Security, within U.S.

Customs and Border Protection, Office of Field Operations, El Paso Field Office, Mission Support Division, located in El Paso, Texas.

Experience: You qualify for the GS-11 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Assisting in providing advice involving program issues to senior executive staff within the field office.

Coordinating with field office and national office staff to ensure that improvement efforts are integrated and support other disciplines and core processes.

Assisting in analyzing and making recommendations concerning the efficiency and productivity of administrative operations.

Assisting with providing employee performance award and appraisal guidance using knowledge of the laws, regulations, and policies.

Assisting with researching of personnel program changes or developments of office processes or programs related to employee appraisal and awards programs.

Experience: You qualify for the GS-12 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Providing advice involving program issues to senior executive staff within the field office.

Participating on team or projects to evaluate and recommend ways to improve the effectiveness and efficiency of work operations to meet the varied and changing requirements of the field office.

Analyzing and making recommendations concerning the centralization or decentralization of operations.

Recommending solutions to a range of operating and technical problems and issues with a view toward making the most efficient and productive use of mission support services.

Providing employee performance award and appraisal guidance using knowledge of the laws, regulations, and policies. Education Substitution GS-11: Successful completion of Ph.D.

or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M.

from an accredited college or university may substitute for the experience required at this level. This education must demonstrate the knowledge, skills, and abilities necessary to do the work.

Check with your school to determine how many credits comprise three years of graduate education. If that information is not available, use 54 semester or 81 quarter hours.

Combining Education and Experience GS-11: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified in the table, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages.

The total percentages must equal at least 100 percent to qualify an applicant for that grade level.

Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grade GS-11.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience.

You must: Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 02/18/2026.

The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.

Joining Customs & Border Protection will allow you to use your expertise to provide management advice regarding the improvement and assessment of core processes and the implementation of programs and policies related to Workforce Management.

This position starts at a salary of $74,678.00 (GS-11, Step 1) to $116,362.00 (GS-12, Step 10) $116,362.00.

In this position, you will strengthen the Department's ability to perform homeland security functions by developing policies, conducting special studies, and providing technical assistance.

Typical work assignments include: Serving as a Management advisor to senior executive staff, providing expert advice on matters involving Performance Improvement Plans for both bargaining and non-bargaining unit personnel.

Analyzing the productivity, effectiveness, and efficiency of major OFO Field Office processes or programs related to workforce management.

Collaborating with and/or leading senior management in employing change process concepts and procedures in the administration of awards programs.

Monitoring sensitive information systems to ensure compliance with performance management requirements.

Providing employee performance award and appraisal guidance using knowledge of the laws, regulations, and policies.

Developing and recommending improvements in services and processes to meet the varied and changing requirements of the field office.
