Summary

This job involves analyzing how people are used in a military health organization, checking data on staff needs, and suggesting ways to make better use of personnel to keep operations running smoothly.

GS-11 Specialized Experience: One year of specialized experience which includes performing operational audits for manpower utilization; making recommendations for optimization of manpower resources; and utilizing automated systems to analyze data quality for readiness requirements.

This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Business Management or Business Administration.

(Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified in the table, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages.

The total percentages must equal at least 100 percent to qualify an applicant for that grade level.

Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-11.

(When crediting education that requires specific course work, prorate the number of hours of related courses required as a proportion of the total education to be used.) GS-12 Specialized Experience: One year of specialized experience which includes providing advice to management on manpower and strategic human resources matters i.e.

organizational structure; using automated systems in order to provide manpower information; and applying manpower resource allocations for military and civilian authorizations.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Time in Grade Requirement for GS-11: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).

Time in Grade Requirement for GS-12: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).

Major Duties:

  • Disseminate Defense Health Agency manpower related policies and procedures internally and to Market and MTF staff and conducts special studies/surveys.
  • Determine need for additional allocation of manpower resources for the various programs assigned.
  • Develops, prepares and coordinates the Joint Table of Distributions (JTD) and service manpower documents reconciliation.
  • Responsible for developing a fully coordinated position for all manpower issues falling within assigned area by providing validated information.
  • Research, analyze, coordinate, and implement special internal control actions and complex Management Internal Control Process (MICP) requirements IAW current regulatory requirements.
