Develops and manages training and quality programs for medical administration operations.
Creates SOPs, monitors compliance, audits processes, tracks performance and outcome measures, and reports results to leadership.
Leads process improvement efforts, supports scheduling and patient service systems, maintains related technology and contingency plans, and advises managers and staff on workflow, policy, and regulatory requirements.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service.
An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.
In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization.
Examples of specialized experience would typically include, but are not limited to: applying analytical and evaluative methods to improve the efficiency and effectiveness of Medical Administration Service and related administrative programs; developing and delivering training programs and standard operating procedures to support quality and compliance; researching and interpreting applicable laws, regulations, policies, and accreditation standards related to VA healthcare administration; developing program policies and workflow controls; tracking performance and outcome measures; conducting process reviews and audits and recommending corrective actions; preparing reports and briefings for leadership; and collaborating with managers and technical staff to implement process and quality improvements.
OR, Education: Applicants may substitute education for the required experience.
To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B.
or J.D., if related (TRANSCRIPT REQUIRED). OR, Combination: Applicants may also combine education and experience to qualify at this level.
You must have an combination of specialized experience and education beyond one full year of graduate education. Physical Requirements: The work is sedentary.
Some work may require movement between offices, hospitals, warehouses, and similar areas for meetings and to conduct work.
Work may also require walking/standing, in conjunctions with travel to and attendance at meetings and/or conferences away from the work site.
Incumbent may carry and lift light items weighing less than 15 pounds.

Major Duties:
Develops training programs to ensure that quality provisions are planned, developed, and implemented to identify, prevent, and correct unsatisfactory scheduling activities.
Incumbent prepares operating level policies, standard operating procedures, and reports on staff development issues.
The incumbent will be responsible for the overall planning, coordination, implementation, management, and evaluation of applications to improve safety and care for Veterans.
Develops, tracks, and disseminates outcome measures to include clinical data and patient satisfaction measures.
Incumbent will prepare reports and presentations on monitoring and auditing results for the Chief and Assistant Chief of Medical Administration Service.
Develops monitors for each of the MAS special programs to provide objective evidence of the effectiveness of procedures and controls.
Investigates and analyzes adverse quality trends or conditions and initiates corrective actions.
Assists technical managers and staff in developing process solutions and mechanisms to relate these concepts to front end users and staff.
Maintains a current inventory of VetLink and ICB technology including hardware, software, and associated licenses.
Ensures that VetLink and ICB programs have a facility wide emergency and disaster contingency plan developed and in place, which incorporates national and local standards.
Performs audits of processes to ensure compliance with directives, prepares reports of findings, and prepares training that addresses deficient areas.
Incumbent will assist the Medical Admin Specialist (ADPAC), Management Analysts, MAS Section Chiefs, and MAS Supervisors and Leads.
Work Schedule: Monday - Friday, 7:30am to 4:00pm or 8:00am to 4:30pm Telework: This position may be authorized for telework, ad-hoc only, as determined by the agency policy.
