Workdays & Hours: Monday – Friday 7:00 AM to 4:00 PM *(Subject to Change)PURPOSE OF DIVISIONThe purpose of the Infrastructure Division is to manage the life cycle of the infrastructure assets at the Houston Airports (HAS) and ensure the on-time delivery of capital renewal projects. The Infrastructure Division supports the five-star service and safe, secure, and efficient, operation of the three HAS airports. This support is done through effective asset management, project controls, design management, project management, construction management, and commissioning.
PURPOSE OF THE POSITIONThis position will be assigned to the Infrastructure Division, Project Controls. The position will be responsible for analyzing and reporting on the cost estimates and schedules for infrastructure projects. This position will use data analytics and project management software to develop recommendations for improvement, additionally serving as a key lead in departmental planning and long-range forecasting by coordinating the preparation of critical management reports. This role is responsible for ensuring data integrity and managing special projects that align operational progress with baseline performance and capital objectives.
“Candidates must be able to obtain all security required badge access including Custom Border Patrol access within 6 months from the hire date.”The MANAGEMENT ANALYST IV responsibilities of this position include, but are not limited to:- Leads or supervises, trains, and evaluates employees involved in evaluating, researching and analyzing financial and operating activities and procedures
- Coordinates, prepares and reviews financial and management reports, such as budget reviews and projections
- Reviews, research and surveys requests to assess operational improvements and implements revised management procedures
- Compiles and interprets statistical data in analyzing and assessing departmental operations, schedules, and long-range forecasting
- Provides systems development and maintenance to enhance functions
- Coordinates systems user/support training
- Handles various special projects as assigned
- Review project schedules for capital projects, comparing actual progress against planned baseline
- Track project schedules to ensure milestones are being met.
WORKING CONDITIONSThe position is physically comfortable; the individual has discretion about walking, standing, etc. There are occasional minor discomforts from exposure to less-than-optimal temperature and air conditions. The position may involve dealing with modestly unpleasant situations, as with occasional exposure to office chemicals and/or extensive use of a video display terminal. Requires the ability to make coordinated gross motor movements in response to changing external stimuli within moderately demanding tolerances; or the ability to make coordinated eye/hand movements on a patterned response space within low tolerance demands with no real speed requirements.
Requirements
EDUCATIONAL REQUIREMENTSRequires a Bachelor's degree in Public Administration, Business Administration, Finance or a field closely related to the job.
EXPERIENCE REQUIREMENTSSix years of professional experience in accounting, budget analysis, finance, public administration, or a field closely related to the job are required.
Substitutions: Experience cannot be substituted for the Bachelor’s degree requirement. A Master’s degree in a field directly related to the job may substitute for two years of the above experience requirement.
LICENSE REQUIREMENTS
May require a valid Texas driver's license and compliance with the City of Houston's policy on driving.
Qualifications
- Preference will be given to applicants with experience in project management software, such as Procore, or similar software
- Preference will be given to applicants with experience in scheduling software, such as Primavera P6, or similar software
