This position is located in the Architect of the Capitol (AOC), Office of the Chief Administrative Officer (OCAO).
The position analyzes, evaluates, and recommends administrative improvements on efficiency, effectiveness, productivity, and management controls.
The Management and Program Analyst measures and analyzes the effectiveness, efficiency and productivity of assigned programs, and recommends program improvements.

To be creditable, specialized experience must have been equivalent to at least the next lower grade level.
Candidates for the GS-11 grade level must have at least 52 weeks of specialized experience equivalent to the next lower (GS-09) grade level in the Federal service that demonstrates all of the following: (1) Knowledge of and experience with SharePoint, intranet systems, dashboards and document repositories.
(2) Demonstrated ability to develop new processes and procedures to enhance and expand an organization's operations. (3) Experience analyzing data and measuring the effectiveness of programs.
(4) Experience utilizing business and management principles involved in strategic planning, financial management, policy analysis, program evaluation, resource allocation, and workforce analytics.
--OR-- Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.

The individual selected for this position promotes effective communication and collaboration, working closely with AOC stakeholders to enhance efficiency and customer satisfaction.

This is a career ladder position requiring the incumbent to perform progressively more complex duties and responsibilities leading to the full performance level.
Major Duties: Works closely with management and project teams to carry out management studies dealing with work measurement, methods, procedures, and/or benchmarking to identify root or systemic causes and problems.
Develops and conducts internal reviews of related line functions in support of multiple divisions or branches.
Conducts detailed analysis on operational functions and process and prepares detailed recommendations on improving efficiencies or alternative methods of proceeding.
Plans, coordinates and prepares special studies with a primary purpose of improving OCAO program operations, service delivery, reporting systems and procedures.
Assists with monitoring dashboard metrics associated with OCAO annual key performance indicators and KM performance metrics.
Works with leadership to develop a knowledge management framework, policies, and procedures aligned with organizational strategy and maintain the framework to align with organizational changes.
Provides administrative support for the OCAO while utilizing thorough knowledge of and compliance with applicable AOC policies, procedures and OCAO standard operating procedures.
Collaborates with other staff internal and external to OCAO including hiring managers, supervisors, and other leaders to complete deliverables within deadlines.
Provides guidance and support as requested on a wide variety of financial, administrative, process, policy and business process related matters. Performs other related duties as assigned.
