Full Job Description

The primary purpose of this position is to serve as a command level senior financial management analyst in support of the Department of the Air Force Executive Dining Facility (SAF/DSD), providing guidance on a wide variety of accounting, contracting and budget functions.

As the Headquarters Department of the Air Force (HAF) technical authority on the formulation, justification, analysis, economic analysis, and execution of budgets for the organization's direct programs and activities.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, GS 0501 series.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems.

Examples of specialized experience includes comprehensive knowledge of and skill in applying accounting theories and contractual requirements, practices, methods, and technique and auditing to independently analyze financial systems and to modify and adapt conventional accounting, procurement, and analytical techniques to perform a variety of assignments, solve difficult problems and to advise management on accounting, contracting and financial matters.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible.

One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1.

Comprehensive knowledge of a wide range of cost and economic analysis principals, techniques and practices commonly used budgetary methods, financial and contractual procedures, regulations, laws, principles, and processes to formulate, justify, and execute assigned budget or contractual requirements in support of the mission, structure, goals, work processes, and programs of assigned organization.

Advanced knowledge of Non-Appropriated Fund Instrumentalities (NAFI) laws, business practices, regulations, technical acquisitions, and financial requirements governing NAFI accounting, contracting and financial policies and procedures.

3. Proficient knowledge of NAF, appropriated funds, price reasonableness, cost analysis for contractual requirements, and common small business accounting principles and procedures. 4.

Wide-ranging knowledge of federal contracting laws, regulations, polices, practices, methods, contract types, and sources of information about and related to processes of budgeting and contracting. 5.

Through knowledge of a wide range of business practices and market conditions applicable to program and technical requirements along with a proficient ability to gather, assemble, and analyze data to prepare budget estimates, develop alternatives, and make recommendations to resolve budget or funding problems.

Advanced skills in formulating, justifying, and or executing assigned budgets and contracts program along with fact finding, contract analysis and pricing techniques, problem resolution and development of concrete plans to solve problems.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.

You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:

Serves as the Secretary of the Air Force Director of Staff's authority for all financial and economic analysis to include developing cost and economic analysis for the organization.

Analyzes and prepares financial analysis for organizational level Appropriated and Non-Appropriated Funds (NAF) requirements.

Performs financial management special projects in any area of responsibility as directed by the Secretary of the Air Force Director of Staff.
