The primary purpose of this position is to maintain an accurate accountability of all valid manpower requirements in compliance with MAJCOM, Air Staff, and Joint Staff directed policies regarding resource allocation and organization policy and to conduct analysis evaluation and project management within the Manpower and Organization Division for the Air Force Technical Applications Center.
This is a GG-12 position in the Defense Civilian Intelligence Personnel System (DCIPS).
The GG-12 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-12 level.
The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position.
Examples of creditable experience include: knowledge of an extensive body of rules, procedures, and/or operations requiring extended training and experience in the arena of manpower requirements and determinations.
Must be able to operate and author manpower change requests and organizational change requests via the Air Force MPES database. Incumbent must clearly understand AFTAC's organizational structure.
Knowledge in conducting full manpower studies/assessments/determination and estimating workload factors is required in order to conduct management advisory services for each of the organization's directorates, detachments, and operating locations worldwide.
The employee will manage over 1,140 military and civilian authorizations on the UMD; needs to fully understand the theories and the AFIs on manpower determinations and/or AF Manpower Standards and how they can affect AFTAC's unique organizational structure.
The employee will be expected to perform at the fully qualified level with little to no supervision required.
Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Extensive knowledge of AF manpower policies, entities, missions, resources, operations, capabilities, and requirements.
Knowledge and demonstrated skill in the application of DoD and AF manpower requirements determinations, MCRs, concepts, methodologies, and AF Reserve Affairs program guidance/policy.
Knowledge of and/or have independently led advisory teams; originate new ideas, projects, and methodologies; and executed projects or studies.
Extensive knowledge and skill in applying analytical and evaluative techniques to the identification, consideration, and resolution issues or problems concerning efficiency and effectiveness of program operations to devise organizational structuring options for senior leadership Ability to communicate effectively both orally and in writing, in order to produce reports, position papers, and briefings which are appropriate for the intended audience; and to maintain good working relationships in order to gain cooperation from others through tact, courtesy, and diplomacy.
Knowledge of security procedures to maintain control of classified material.
CONDITIONS OF EMPLOYMENT CONTINUED: Position is designated special-sensitive and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI).
A non-disclosure agreement must be signed.
Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program.
Employee must pass initial and periodic short notice drug testing.
Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:
Studies/monitors the structure and functions of AFTAC and its multiple subordinate organizations with interrelated work processes and functions and accurately advises or proposes solutions to improve processes, maximize mission accomplishment, and resources utilization.
Designs, plans, and conducts work measurement, methods and procedures, manpower requirements utilization, and engineered time standards; completes in-depth manpower advisory services/assessments and when necessary, implements changes to organization and resource controls/programs, and/or benchmarking studies of complex, interrelated substantive work processes or functions.
Designs, plans, and facilitates Continuous Improvement/Innovation (CI2) events, manpower assessments, management surveys, and research projects, providing advisory services of a wide variety on substantive issues with extensive scope, complexity, and impact, assessing the overall effectiveness of program operations.
Provides program guidance, advice, assistance for the Center's Air Force Reserve programs and supports the Commander's Reserve Affairs Advisor.
