San Mateo County Health, Behavioral Health and Recovery Services (BHRS) division is seeking well-qualified individuals for the position of Management Analyst – Performance & Utilization Management (Departmental Promotional Only).

This full-time, permanent Management Analyst will serve as a key member of BHRS’s recently formed Office of Improvement and Innovation (OII) and will work collaboratively with other analysts as part of a division-wide performance team supporting continuous improvement, regulatory compliance, and operational excellence.

The incumbent will lead, and support projects focused on developing robust data dashboards, ensuring client data integrity, strengthening the meaningful use of data for reporting and quality improvement, and building organizational capacity for utilization management, systematically reviewing service use to promote clinical necessity, efficiency, and accountability.

This position plays a crucial role in supporting BHRS’s implementation of Proposition 1 Behavioral Health Services Act (BHSA), including outcome reporting priorities and core mandate requirements associated with behavioral health plans. The Management Analyst collaborates closely with both internal stakeholders and external partners to advance system-wide performance strategy and foster a culture of data-driven decision-making across the division.

This position is located in San Mateo, CA and requires travel throughout the County to perform assigned duties. This role is full-time and follows a Monday–Friday schedule, with a hybrid work arrangement consisting of a combination of remote and on-site work. It is anticipated that four on-site workdays will be required to meet operational needs and County requirements.

The ideal candidate will possess:
  • Demonstrated ability to interpret complex quantitative and qualitative data, identify trends, troubleshoot data inconsistencies, and translate findings into actionable insights and recommendations.
  • Proficiency in using data dashboard and visualization software (e.g., Power BI, Tableau) and a working knowledge of Excel, databases, and reporting systems.
  • Familiarity with behavioral health service delivery, and regulatory and reporting requirements.
  • Attention to detail and a passion for improving data quality, accuracy, and reliability to support decision-making and compliance.
  • Aptitude for evaluating existing workflows, identifying inefficiencies, and recommending or implementing new processes to improve contract management, monitoring and performance outcomes.
  • Demonstrated success working across disciplines and communicating complex concepts in clear, concise communication.

Requirements

The Performance & Utilization Management Analyst’s responsibilities include, but are not limited to:

Data Analytics, Utilization and System Improvement

  • Conduct advanced quantitative and qualitative analyses to support division-wide performance strategy, continuous improvement, regulatory compliance, and operational excellence initiatives.
  • Lead or support the design, development, and implementation of BHRS data dashboards to track and visualize key programmatic, clinical, fiscal and utilization outcomes.
  • Analyze client outcome and utilization data to identify trends, potential under- or overutilization, system-level drivers, and opportunities for quality and efficiency improvement.
  • Support implementation of Proposition 1 (Behavioral Health Services Act – BHSA) outcome reporting priorities and core mandate requirements by translating regulatory expectations into practical reporting tools and performance metrics.
  • Gather, analyze, and develop utilization metrics and client outcomes reports for audits, state reporting and other regulatory requests.
  • Collaborate with multidisciplinary teams to support care continuity and implement interventions informed by utilization review outcomes.
  • Support BHRS program managers and executive leadership in translating complex data analysis into actionable recommendations and compelling presentations for internal and external audiences.
  • Design and strengthen utilization management frameworks that promote clinical necessity review, service efficiency, and system accountability.
  • Collaborate with fiscal and program staff to assess funding utilization, support appropriate allocation of resources, and to maximize billing and revenue opportunities in compliance with core mandates.

Data Integrity, Reporting & Organizational Capacity Building

  • Monitor and audit client and program data to ensure accuracy, completeness, and compliance with County, State, and Federal requirements.
  • Develop and maintain procedures, tools and guidance that promote standardized data entry, reporting practices, and sustainable data governance.
  • Work with internal teams to identify and correct data discrepancies and strengthen agency-wide data collection and reporting systems.
  • Collaborate with BHRS program managers, fiscal teams, and IT staff to define, collect, validate, and refine essential data sources and metrics.
  • Support preparation and submission of mandated reports, evaluations, audits and performance documentation to regulatory agencies and funding bodies.
  • Develop and deliver training and technical assistance to strengthen data literacy, utilization management practices, and performance measurement systems, fostering a culture of data-informed decision-making across BHRS.
  • Support additional oversight, improvement, and system-building initiatives as assigned.

Qualifications

Education and Experience:

Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

  • Equivalent to graduation from an accredited four-year college or university with major coursework in business administration, public administration, or a related field.
  • At least three years of professional administrative experience is typically required at the Management Analyst level.

Knowledge of:
  • Project and/or program management, analytical processes, and report preparation techniques.
  • Organizational and management practices as applied to the analysis, evaluation, development, and implementation of programs, policies, and procedures.
  • Principles of mathematical and statistical computations.
  • Research and reporting methods, techniques, and procedures.

  • Record keeping principles and procedures.
  • Techniques for effectively representing the County in contacts with governmental agencies, community groups, and various business, professional, educational, regulatory, and legislative organizations.
  • Techniques for providing a high level of customer service by effectively dealing with the public, vendors, contractors, and County staff.

Ability to:

Departmental Promotional Only. Only current County of San Mateo employees in San Mateo County Health with at least six months (1040 hours) of continuous service in a classified regular, probationary, or extra-help/limited term position prior to the final filing date may apply.
