The primary purpose of this position is to provide competent business expertise in a number of business functions and sound business disciplines in an integrated manner across the entire Electronic Warfare Group, as well as provide a solid interface with the 412th Test Wing, AFTC, and other external agencies in business/resource issues.
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-03, equivalent to the next lower grade GS-13 or equivalent in other pay systems.
Specialized experience is experience described as performing advisory services on a vast range of highly diversified and complex business functions covering budgeting, cost accounting, rate development, acquisition support, supply, contract administration and oversight, project control, facilities, human resources, and training.
NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1.
Knowledge of commonly used planning, programming, budgetary, resource management, and procurement methods, practices, procedures, regulations, policies, and processes.
Skill in applying analytical, statistical and evaluative methods and techniques to devise, analyze and prioritize management resource issues and execute assigned programs. 2.
Knowledge of manpower, personnel, acquisition and contract management functions to manage the assets of the organization and supervise personnel assigned to the Section. 3.
Knowledge of 412th Electronic Warfare Group concepts and system capabilities to accomplish budget/funding, manpower, personnel and acquisition tasks. 4.
Ability to research, analyze, interpret, and apply rules, regulations, policies and procedures to a variety of applications and to recommend timely and economical solutions. 5.
Ability to maintain good working relations, provide supervision and training to subordinate technical and clerical personnel, and ensure technical leadership and project management oversight.
Ability to communicate effectively with a broad range of personnel both orally and in writing and to use state-of-the-art computer software applications in support of communications and presentations.
6. Ability to inspire, motivate, and guide others towards goal accomplishment.

Broad knowledge of the AFTC vision, mission, objectives, terminology, management practices and sources of funding pertinent to programs/organizations.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:
Business Operations Lead for the AFTC EW T&E enterprise directly responsible to the 412 EWG/CC and Senior Material Leader for all manpower, acquisition, and funding actions for 2 in-house System Program Office-equivalents, a 273-member Group across 3 AF bases and 3 MRTFB Test/Evaluation Capabilities at $909M/FYDP & $43M/yr in O&M, including the development/acquisition planning, MILCON, test ops and sustainment for USAF's $466M ACAT I-equivalent Joint Simulation Environment; coordinate all operations, maintenance, and investment contract actions for 8 service contract companies to include award fee and CPARs; Business Operations Lead for AFTC/CC's $4.5M Cyber Lab construction; Group Lead for Program Management Reviews for $1.7B in national test facilities/capabilities.
As supervisor, perform the full range of supervisory tasks for staff of approximately 10 broadband II and III personnel in varied career paths.
Has the authority to plan, act on and commit all resource matters, including but not limited to, planning, programming, resource management, daily management-related operational impacts, and 412th EWG activities.
Advise EWG/CC, 771st TS SQ/CC, 772d TS SQ/CL, and the JSE PM on manning requirements, organizational structure, personnel regulations, contract strategies, pricing structure & charge rates, unfunded requirements process, and cost-benefit analyses of programmatic actions.
