About the Position: Incumbent serves as Management Analyst and Contracting Officer's Representative in support of the Deputy Command for Administration's Human Resources Contracts in Dept.
of Human Resources, Contract Services at A.T. Augusta Military Medical Center. Position is a GS-09 level with promotion potential to a GS-11. The position may be filled at either level GS-09 or GS-11.
If selected at the GS-09 level; noncompetitive promotion to the next grade level is authorized; pending time in grade requirements and demonstrated ability to perform at the next higher/target level grade duties.

BASIC qualifications for GS-09 level: Specialized Experience: One year of specialized experience which includes: 1) Monitoring clinical service contracts; 2) Assisting customers with the development of statements of work and 3) Preparing contract requests..
This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).
OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D.
in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Health Care Management/Administration, Finance or Contracting.
(You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.
To compute the percentage of the requirements, divide your total months of experience by 12.
Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

BASIC Qualifications for GS-11 level: Specialized Experience: One year of specialized experience which includes 1) Managing clinical civilian contracts; 2) Developing statements of work and contract requests; and 3) Coordinating with contract specialist/officer.

OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M.
in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Health Care Management/Administration, Finance or Contracting.
