The primary purpose of this position, CONTRACTS AND PROGRAM MANAGEMENT SPECIALIST, NH-1101-03, is to serve as a program/project manager, providing planning, direction, organization, analysis, identification and resolution of problems associated with maintenance production, work loading and developing response to bid solicitations.
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems.
Specialized experience is described as the ability to maintain appropriate qualifications and certifications necessary to assume and execute key acquisition and/or support requirements; display personal accountability in leading, overseeing, guiding, and/or managing programs and projects within assigned areas of responsibility; coordinate work and keep chain-of-command, coworkers, and customers informed of work-related issues, developments, and statuses; and utilize an operational understanding of organizational goals and priorities and fully complies with administrative policies, regulations, and procedures when performing job operations.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Extensive knowledge and skill in applying analytical and evaluative techniques for the identification, consideration, and resolution of issues or problems concerning efficiency and effectiveness of the program, and/or strategic sourcing.
Master knowledge of overall missions, functions, and organization of the agency or component. Ability to apply the knowledge to evaluate current organizational strategies and performance.
Extensive knowledge of organizational concepts, principles, and practices as related to the requirements for performance-based logistics, acquisition, supply maintenance, procurement procedures, manufacturing, strategic sourcing, and other support areas.
Ability to communicate effectively, both orally and in writing, clearly, concisely, and with accuracy, and maintain good working relations with all individuals and organizations.
Ability to work with, lead, and manage various groups or individuals to resolve difficult problems/situations as related to organizational issues.
Ability to understand and deploy lean concepts in problem resolution.
Skill in interpreting and applying complex regulations, methods, operating procedures, and policies, as well as developing methods and operating procedures as required.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.

Major Duties:
Serve as project lead/manager, conducting organizational and process related studies and analysis of organizations, functions, and work processes to improve mission effectiveness, resource allocation and efficiency, functions, and work processes to improve mission effectiveness, and resource allocation.
Plan, organize, and oversee the activities of the organization, ensuring that logistics management related operations comply with legal and regulatory requirements and meet customer needs.
Participate in special logistics related operation projects and initiatives and perform special assignments. Represent the organization with a variety of installation and functional area organizations.
