About the Position: This position is located within the Lyster Army Health Clinic at Fort Rucker, AL.

Serves as Management Analyst responsible for the areas of manpower and force management manpower staffing criteria, analysis and approval process and the distribution and documentation of manpower resources.

Specialized Experience: One year of specialized experience which includes maintaining data, facilitating agreements, and ensuring program is in compliance with regulatory guidelines.

This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.

To compute the percentage of the requirements, divide your total months of experience by 12.

Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07).

Major Duties:

  • Develop and maintain data regarding manpower strength reports, LAHC Table of Distribution and Allowances (TDA), and Mobilization TDA(MOBTDA.)
  • Review proposals for manpower adjustments and provides advice and recommendations for realignments and reprogramming to assure continued mission accomplishment.
  • Facilitate agreement development and reviews, providing guidance and templates pertinent to development of the agreements.
  • Ensure that the UBO Program and third-party billing processes are in compliance with regulatory guidelines.
  • Serve as primary responsible party for LAHC Resource Manager review and validation of all Requests for Personnel Actions (RPAs) submitted from the LAHC Human Resources Division (HRD).
