Full Job Description

This position is located in the Department of Housing and Urban Development, Asst Secretary for Community Planning and Development.

You must meet the following requirements within 30 days of the closing date of this announcement.

Specialized Experience: For the GS-13, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service.

Specialized Experience for this position includes: Researching Housing policy and program information (qualitative, quantitative and financial) and providing recommendations.

AND Writing clear, concise, complete, grammatically correct reports or responses to policy or program inquiries.

AND Clearly and concisely presenting information, analysis and recommendations verbally to individuals and diverse groups (i.e.

leading discussions, responding to questions) and working toward consensus.

Specialized Experience: For the GS-12, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service.

Specialized Experience for this position includes: Assisting in implementing new policy or guidance for housing programs; AND Working with management to resolve housing policy issues.

AND Participate in meetings for the purpose of addressing and preparing recommendations for improved operations and performance.

The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.

Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-13 you must have been at the GS-12 level for 52 weeks.

For the GS-12 you must have been at the GS-11 level for 52 weeks.

Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.

As a/an Management Analyst, you will: Analyze and evaluate on a quantitative qualitative basis the effectiveness of line program operations in meeting established goals and objectives.

Evaluate and advise on organization structures, methods, and procedures. Analyze management information requirements.

Develop, analyze, and evaluate new or modified program management policies, regulations, goals, or objectives.

Develop procedures and systems for assessing the effectiveness of programs management processes.
