Summary

This job involves analyzing and improving administrative processes in a federal agency that oversees taxes and regulations on alcohol, tobacco, and related products.

Specialized Experience for the GS-13, you must have one year (full 52 weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service.

Specialized experience for this position is defined as: - Applying federal procurement regulations and serving as a Contracting Officer's Representative (COR) on contracts, including monitoring performance, resolving issues, and navigating low to high risk or uncertain situations to ensure compliance; AND - Coordinating with internal and external stakeholders to resolve conflicting priorities and improve management processes across multiple programs or offices; AND - Utilizing analytical and evaluative methods to independently research and analyze agency programs or operations, identify problems, and prepare reports with recommendations to management; OR - Developing or refining the application of administrative policies and procedures to address issues affecting programs such as budget, human resources, time and attendance systems, training, travel, or other operational areas to enhance accuracy and accountability.

Specialized Experience for the GS-12, you must have one year (full 52 weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service.

Specialized experience for this position is defined as: - Contributing to the development or improvement of administrative policies and procedures to address issues affecting programs such as budget, human resources, time and attendance, training, travel, or other operational areas; AND - Assisting with contract administration activities, such as supporting a Contracting Officer's Representative (COR) on contracts, including monitoring deliverables and compliance; OR - Applying analytical and evaluative techniques to gather and organize data for studies of agency programs or operations, and preparing summaries or recommendations for management review.

In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-13, you must have been at the GS-12 level for 52 weeks.

For the GS-12, you must have been at the GS-11 level for 52 weeks.

Time After Competitive Appointment: Candidates who are current Federal employees serving on a nontemporary competitive appointment must have served at least three months in that appointment.

Major Duties:

This position is located at Alcohol and Tobacco Tax and Trade Bureau (TTB), Assistant Administrator - Headquarters Operations. The following are the duties of this position at the GS-13.

If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.

Performs assignments that are especially complex including serving as a Contracting Officer's Representative on both low and high-risk contracts and regularly require reconciling conflicting technical viewpoints and guidance by referring to published guidelines.

Assesses effectiveness and efficiency of Headquarters Operations administrative and technical programs.

Develops and/or recommends new or modified work methods to improve management processes and administrative procedures used by all the Divisions within the Headquarters Operations Directorate.
