  • Strong analytical skills for conducting studies on operations, scheduling, and financial management to achieve cost reductions

Full Job Description

You will serve as a MANAGEMENT ANALYST in the Waterfront Business Operations Division (Code 1210), Business and Strategic Planning Office (Code 1200) of NORFOLK NAVAL SHIPYARD.

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: Experience serving as primary point of contact (POC) for guidance, information and action concerning problems, performance, relationships, corrective actions, etc., relating to non-nuclear submarine ship work availabilities; Experience evaluating performance trends, workload, manpower and overtime usage and adherence to schedules and budgets; Experience planning, developing, recommending and evaluating current and long-range NNSY programs that involve maintenance issues related to workload, workforce, funds and facilities; Experience developing actionable plans and provides input to shipyard management for financial management tools including Capability Plans (CP) and Execution Guidance; Experience providing input to support development of correspondence, such as Final Review Estimates (FREs) and re-baseline letters.

  • You will coordinate, consolidate, and oversee the financial and business related functions within the Waterfront Business Operations Manager's scope of responsibility.
  • You will provide cross-availability analysis to identify high cost areas as targets for process improvement, as well as for oversight and cost tracking for Improvement Initiatives.
  • You will conduct complex studies that will improve NNSY Operations, scheduling, and financial management, and result in cost reduction.
  • You will direct the efforts of other analysts and personnel in the performance of program, project, schedule, or budget work, integrating individual efforts into the total project.
  • You will provide analysis, consultation, and recommendations for cost and process improvement issues to the Waterfront Business Operations Manager for CNO and Non-CNO work associated with non-nuclear submarine work
