Full Job Description

This position is located in the Bureau of Human Resources, Office of Civil Service Talent Management, Executive Resources and Performance Management Division (HR/CSTM/ERPM).

ERPM provides integrated executive policy and operational support services in a centralized location to the Senior Executive Service (SES), Senior Level (SL), Scientific and Professional (ST), Schedule C population, and the Department's Executive Resources Board (ERB).

Applicants must meet all the required qualification requirements described below by the closing date of this announcement.

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5 CFR 300, Subpart F.

GS-12 Applicants must have 1 year of specialized experience equivalent to the GS-11 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following: Experience initiating and processing personnel actions in GEMS.

Experience assisting with onboarding functions of political/Schedule C appointees.

Experience supporting executive resource programs in the areas of recruitment and performance management for Senior Executive Service (SES)/Senior Level (SL) positions.

There is no substitute of education for specialized experience for the GS-12 position.

GS-13 Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following: Experience developing and interpreting HR policies, program objectives and procedures governing Political Appointments (Schedule C) and/or the SES positions.

Experience processing reassignments and promotions for political/Schedule C appointees.

Experience onboarding political/Schedule C appointees and reviewing program processes to maximize efficiency of functions.

There is no substitute of education for specialized experience for the GS-13 position. Major Duties:

  • At the GS-12 level, the incumbent performs essentially the same duties as outlined below; however, the scope and complexity of assignments are of less responsibility and independence and receives closer than normal supervision.
  • Plans, oversees, integrates, implements, and evaluates hiring processes for political appointments, and maintains detailed SES non-competitive position allocation data.
  • Reviews recruitment policies for Schedule C and political appointments to improve efficiencies and apply innovative concepts or principles that lead to department wide developments and changes.
  • Provides consultative support to the Division Director of ERPM, CSTM Director/Deputy, Deputy Assistant Secretary for Human Resources and the Department's Executive Resources Board (ERB).
  • Conducts several onboarding sessions a month for political/Schedule C appointees; ensures completeness of documentation and obtains clearances at short notice.
