Full Job Description

This position is located in the Post Analysis and Support Division, Executive Office of the Bureau of Consular Affairs (CA/EX/PAS) in Washington, DC.

The Division serves as the Bureau's primary liaison with consular sections overseas on workload and resource issues, management controls, facilities, and staffing.

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following: Experience utilizing analytical and evaluative methods and techniques to identify and propose solutions to management problems; Experience in communicating effectively, to develop policy, guidance, instructions, and presenting recommendations to management; and Experience coaching or training others.

There is no substitute of education for specialized experience for the GS-13 position. Major Duties:

  • Plans, designs, leads, and conducts comprehensive studies and analyses of consular workload, post management support evaluation
  • Develops implementation strategies, plans, and guidance and coordinates with organizations studied to implement approved recommendations.
  • Develops internal controls policies, standards, and procedures to ensure compliance with departmental policies, maintain the integrity, consistency, and efficiency of consular services and continuously identify areas for improvement.
  • Serves as lead on the oversight and analysis of budgets within CA/EX. Coordinates budget formulation, communication, and responses to various data calls.
  • Trains staff on budget formulation and incorporates input into the larger budget.
