About the Position: Serves as a Senior Management Analyst for the New Orleans District of U.S. Army Corps of Engineers (USACE).

Specialized Experience: One year of specialized experience which includes 1) Applying comprehensive knowledge of manpower analysis principles to complete complex assignments, including auditing internal controls and forecasting long-term staffing needs 2) Evaluating data from surveys and manpower resources through continuous appraisal to make informed decisions despite incomplete or conflicting information 3) Ensuring organizational effectiveness and program integrity by analyzing manpower reports, validating allocation adjustments against the Integrated Manning Document (IMD), and guiding leadership on compliant policies.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

You will be evaluated on the basis of your level of competency in the following areas: Information Management Planning and Evaluating Problem Solving Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).

Major Duties:

  • Audit internal control systems through periodic reviews and process validation to certify ongoing compliance with established control standards.
  • Generate comprehensive manpower projections by collaborating with Division Chiefs to forecast staffing needs for the current, budget, and four consecutive years.
  • Identify significant manpower trends and deviations by developing, compiling, and evaluating data from utilization surveys.
  • Evaluate the utilization of command manpower resources by developing district-wide guidance and performing continuous appraisals to ensure the accomplishment of program objectives.
  • Ensure the accuracy of interconnected systems and reports by performing continuous analysis and reconciliation of the contained data.
  • Execute the complete analysis and preparation of one-time and recurring manpower reports to support operational needs.
  • Ensure data accuracy by coordinating and reviewing information provided by Program Management Information Systems (P2) for reliable analysis and reporting.
  • Verify manpower alignment by validating all allocation adjustments against the official Integrated Manning Document (IMD) and organizational structure to confirm data integrity.
  • Guide district leadership on the development and adoption of manpower policies by providing advice that aligns with the laws, regulations, and procedures of higher authority.
  • Collaborate with division counterparts to effectively resolve manpower issues by coordinating district program initiatives, reductions, and revisions.
