Job Description

Summary

This job involves studying and improving how an agency organizes its teams, manages staff, and uses resources efficiently, mainly for a defense agency.

Time-in-Grade: For the GS-11 grade level: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement.

Applicant must have served 52 weeks as a GS-09 or higher grade in Federal Service.

For the GS-12 grade level: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement.

Applicant must have served 52 weeks as a GS-11 or higher grade in Federal Service.

Specialized Experience: GS-11 Grade Level: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-09) within the federal service, which demonstrates the ability to perform the duties of the position, is required.

Specialized experience at the GS-11 level is defined as: Experience conducting agency level manpower management, analyzing findings/data, and making recommendations to leadership utilizing Microsoft products.

GS-12 Grade Level: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-11) within the federal service, which demonstrates the ability to perform the duties of the position, is required.

Specialized experience at the GS-12 level is defined as: Experience planning and developing position management along with organizational structure planning and development, and updating manpower policies and procedures related to billet utilization, requirements studies, and requests.

You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.

Major Duties:

  • Develop, analyze, recommend and establish controls for the Agency's organizational structure, functional alignments, and manpower resource utilization.
  • Conducts comprehensive analyses and reviews of assigned activities organizational structures and manpower resources.
  • Recommends improvements in organization methods and procedures and assists in their implementation.
  • Develops organizational plans for the accomplishment of new missions or additional responsibilities assigned the Agency.
