The primary purpose of this position is: To serve as a Manpower Analyst at a Field Operating Agency (MAJCOM Equivalent) providing expert management advisory services for comprehensive manpower requirements issues and organizational analyses for two commands with a wide diversity of functions and work processes and provide staff-level management consultant capabilities.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems.
Examples of specialized experience includes knowledge of a wide range of qualitative and quantitative methods for the assessment and improvement of critical command plans and programs; including management, planning, and measurement concepts, principles, practices, and methodologies currently in use by DoD, and private industry.
Providing staff-level advice in a wide range of command program areas involving issues such as organizational analyses, application of standards, financial and statistical analyses, process improvement, Office of Management and Budget (OMB) circular A-76 cost-comparison studies, Program Objective Memorandum (POM) development and execution, in-sourcing, military-civilian conversion actions, planned organizational HR capital reductions, base realignment and closure (BRAC) actions.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible.
One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of DoD, Joint Service, and agency management engineering principles, concepts, and methodologies including that of the manpower determinant development and requirements process, and financial management directives, concepts, procedures, guidance, and policy, skill in planning and directing the conduct of comprehensive manpower and organizational analyses/studies of a wide diversity of organizations.
Knowledge of organizational structures, missions, objectives, operating programs, key positions, and administrative/protocol policies and procedures.
Skill in applying analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems concerning efficiency and effectiveness of program operations.
Skill in conducting reviews and analyzing and assessing manpower program operations to include identifying deficiencies; measuring compliance, consistency, and effectiveness; and making recommendations for enhancements and improvements.
Skill to communicate both orally and in writing and to establish and maintain effective and positive working relationships.
Ability to move members of diverse groups towards ownership of their study objective without imposing personal bias.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
You will receive credit for all qualifying experience, including volunteer experience. Major Duties:
Provides strategic and technical guidance as well as seasoned consultative management advisory services throughout an entire MAJ COM equivalent (250 geographically separated units world-wide) on the effective use of manpower programs to support goals and objectives and produce results that accomplish agency and command missions.
Conducts, leads, and/or participates in studies to improve human capital programs and/or influence policy changes for the MAJCOM that typically involve long-range, highly complex, and often politically sensitive topics.
Designs comprehensive manpower and occupational studies characterized by boundaries that are extremely broad and difficult to determine in advance.
Performs program evaluation of a full range of manpower programs at command and wing equivalent/ installation level and develops and executes improvement/enhancement plans.
Reviews current and proposed DoD and AF directives and precedents for their applicability to manpower functions across the command.
Prepares and delivers written reports and oral presentations, e.g., briefings, training sessions, consultations, orientations, and discussions with command leadership, supervisors, customers, and co-workers and conducts or leads conferences as representative of the command.
Communicates with personnel on full range of manpower programs, providing customers with accurate and timely information.
