About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f.

Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at Ft.

Meade Maryland. CYBER EXCEPTED SERVICE POSITIONS ARE NOT SUBJECT TO THE TWO-PAGE RESUME LIMIT.

To qualify based on your experience, your resume must describe one-year specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position.

Specialized experience would be demonstrated by: Reviewing work of peers and contractors for quality control and regulatory compliance, and assisting with training and developmental needs.

Assisting with developing internal policies, creating budget justifications, and providing guidance to ensure the organization's programs and activities are fully funded and aligned with strategic objectives.

Monitoring expenditures, analyzing trends, and recommending budgetary adjustments to meet evolving mission requirements.

Collaborating with resource planners to formulate, justify, and execute budgets using the DoD Planning, Programming and Budget Execution (PPBE) System. Major Duties:

  • Serves as a supervisor, providing resource planning, direction, organization, and control over a Resource/Requirements Branch of Training Strategy Division.
  • Leads efforts applying functional and analytical expertise to provide expert findings, conclusions, and recommendations for courses of action (COAs) relevant to justifying, obtaining, allocating, and assessing expenditures of fiscal resources.
  • Coordinates and manages development, submission, and justification of J7 annual budget submissions.
  • Lead and contribute to development and management of processes to analyze and coordinate budget requirements for Service cyber training efforts.
  • Facilitate the directorate’s contributions to enterprise-wide implementation of the Defense Agencies Initiative (DAI) financial management system
  • Assigns work to team members in branches based on priorities, the difficulty of the work to be performed, and the capabilities of employees.
  • Plans, directs, reviews, evaluates, and coordinates fiscal resources requirements analysis and planning activities to address the full scope of the J7’s DOTMLPF functions, programs, and activities.
  • Performs financial review and analysis of J7 fiscal program execution, including for the Joint Training and Exercise Evaluation programs.
