Full Job Description

The incumbent serves as a Maintenance Mechanic performing tasks involved in operation, maintenance, and repair of the Martinsburg VAMC building services that include carpentry and painting.

Incumbent will be assigned to the Carpentry shop. To qualify for this position, applicants must meet all requirements by the closing date of this announcement.

EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position.

Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume.

Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards.

SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire.

Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated.

The potential eligibles are then rated against the remainder of the Job Elements: Ability to Do the Work of the Position without More Than Normal Supervision Equipment Assembly, Installation, Repair Interpret Instructions, Specifications (includes blueprint reading) Technical Practices Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social).

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week.

Part-time experience will be credited on the basis of time actually spent in appropriate activities.

Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Major Duties:

Interpret drawings, blueprints, and instruction manuals. Must be able to measure and layout work independently.

Have journeyman skills to insure proper use of power tools such as electric mortar mixers, masonry saws, grinders and drills and hand tolls such as trowels, chisels, and masonry hammers.

Determine the layout, measurements, materials, and tools required construct concrete structures (walls, slabs, footers, form, ect.) at the journeyman level.

knowledgeable at journeyman level to operate power tools such as gasoline powered trowel machine, concrete vibrators, saws, jack hammers, and hand tools such as floats, trowels, screeds, shovels, rakes, and Georgia buggies.

Assembles, constructs, reconstructs and repairs metal furniture, shelving and other items pertaining to metal work.

Incumbent repairs and replaces all part of bedside stands and cabinets and hospital equipment of various kinds Incumbent prepares coating materials by tinting, toning, matching, blending, and mixing in various additives.

Incumbent applies coating material with any of the accepted trade devices, including those designed to give special effects; for example, rollers, spray guns, texture brushes, and dry walling material to include drywall compound, primers, latex an paint and lacquer paints.

Responsible to see that the coating finish meets, match, texture, decorative, thickness, and level requirements.

Incumbent must have proper knowledge of coating materials, methods, devices, and techniques and how they are used to get a variety of finish results on various kinds of surfaces.

Planning the materials, tools and techniques needed for completing the work. The supervisor checks work to see that it meets the accepted trade standards in time allotted for the task assigned.

Ability to rig scaffolding for interior and exterior painting. Have knowledge how to work off of ladders (extension and all size step ladders).

Must have knowledge to hang wood and metal doors with proper clearance on different types and locations; also, to bore and install different types and styles of locks.

Repairs or replaces doors and frames, installs and repairs locks and hardware, door closures and locker locks. Must be able to work in all weather conditions.

Work Schedule: Monday-Friday; 7:00AM-3:30PM Position Description Title/PD#: Maintenance Mechanic/PD25098A Physical Requirements: Work requires strenuous exertion in building, removing or replacing walls, floors; requires standing for long periods of time, working in or cold areas.

Incumbent must work on ladders, scaffolds, and roofs while sitting, kneeling, standing or stooping in an awkward position.

This position has the potential for exposure to asbestos, Incumbents in this position may be subject to placement in the asbestos medical surveillance program.
