Job Description

Summary

This job involves managing logistics for a secure intelligence office in U.S.

Customs and Border Protection, including handling purchases, tracking budgets, arranging travel, and improving work processes to keep operations running smoothly.

It's a good fit for someone organized with experience in administrative support, financial tracking, or supply management, especially those interested in government security roles.

Entry-level candidates with relevant graduate education can qualify for the starting grade.

Full Job Description

Organizational Location: This position is with the Department of Homeland Security, within U.S.

Customs and Border Protection, Office of Intelligence, Resource Management Division (RMD) located in Washington, DC.

Additional selections may be made to include other organizational divisions and/or units within the duty location(s) listed above.

Experience: You qualify for the GS-09 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Conducting research in support of formulating recommendations on logistics matters such as completing and managing procurement actions and monitoring funds; Maintaining management and logistics data information and developing, analyzing, and reviewing reports and automated data; Assisting in analyzing procedures, methods, workflow, and organizational issues to identify actual or potential bottlenecks, inefficiencies, duplications, and similar problem areas; Assisting employees with travel card issues, travel arrangements, authorizations, and vouchers.

Experience: You qualify for the GS-11 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Researching, completing, and managing procurement actions for goods and services through distribution of funds and tracking financial changes within the budget; Identifying specific requirements for budget, supplies as needed to support the program; Planning, analyzing, and evaluating new ways for administering and improving work processes and methods; Assisting higher-graded specialists with providing local agency direction and facilitates the creating, accepting, modifying, and transferring of personal property records NOTE: Your resume must explicitly indicate how you meet this requirement, otherwise you will be found ineligible.

GS-09 Education Substitution: You may substitute a Master's degree or 2 full years of graduate education in any field or a L.L.B. or J.D.

degree for the experience required at the GS-09 grade level. Such education must have been obtained in an accredited college or university and demonstrate the skills necessary to do the work.

Check with your school to determine how many credit hours comprise two years of graduate education. If that information is not available, use 36 semester or 54 quarter hours.

You are required to submit proof of your claim.

GS-09 Combining Education and Experience: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified in the table, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages.

The total percentages must equal at least 100 percent to qualify an applicant for that grade level.

Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grade GS-9.

or an equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree, or LL.M (if related) from an accredited college or university, may be substituted for experience at the GS-11 grade level.

Such education must demonstrate the skills necessary to do the work. Check with your school to determine how many credit hours comprise three years of graduate study.

If that information is not available, use 54 semester or 81 quarter hours.

GS-11 Combining Education and Experience: To combine your education and experience, you must convert each to a percentage, and then add the percentages.

The combined total of your percentage of education and experience must equal at least 100% in order to qualify.

If your education is currently described in quarter hours, convert the quarter hours into semester hours by multiplying the quarter hours by the fraction 2/3.

To calculate your percentage of graduate education, divide the number of graduate semester hours in excess of the amount required for the next lower grade level, by 18 (1 year of graduate study = 18 semester hours).

To determine your percentage of qualifying experience, you must divide your total number of months of qualifying experience by the required number of months of experience.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience.

You must: Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 03/25/2026.

The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.

As a Logistics Management Specialist you will implement the Integrated Logistics Support (ILS) elements in support of OI operations; developing and performing logistics management operations involving planning, coordinating, and/or evaluating the logistical requirements essential to execute ILS strategies that will ensure the requirements for each of the elements of ILS are properly planned, resourced, and implemented.

This position starts at a salary of $70,623.00 (GS-9, Step 1) to $111,087.00 (GS-11, Step 10) with promotion potential to $133,142 (GS-12 Step 10).

Providing expert logistics management knowledge, analysis, planning, and recommendations to officials internal to Office of Intelligence.

Implementing, coordinating, and executing a variety of logistical activities for the Resource Management Division throughout OI.

Serving as an advisor to management regarding the effectiveness and efficiency for how OI carries out its personal property management and accountability program.
